- Description
- SCOPE OF WORK Construct Mental Health Building 590-301 GENERAL INTENT: Furnish Architect/Engineer services to prepare final construction documents to demolish/renovate/construct space for outpatient mental health programs. The new space will provide services such as outpatient clinics, homeless program, substance abuse program, work therapy and mental health intensive case management. This project will demolish Buildings 6, 107, 124, 138 and 138A which total approximately 14,000 sf. Any adjacent spaces and building systems affected by this demolition will be included in the scope of the project. A new independent 2 story building approximately 25,000 sf will be constructed in the vicinity of existing building 6. The scope of work will include site work required to reroute Franklin Blvd to the east of the proposed building site. Construction budget is $8,606,000. Scope: Services shall include: Meet with medical center staff (design charette) to discuss functional needs and priorities. Prepare preliminary documents which explore design concepts and preliminary cost estimates for VA review. Meet with VA staff to present design proposals detailing the benefits and shortcomings of each plan. Approved preliminary drawings will be used as a basis for the preparation of design development and construction documents. Fire safety systems design to extend and or reconfigure existing systems. Provide complete systems including fire suppression, isolation, alarm, and sensing. Project documents will be approved by a licensed professional Fire Protection Engineer. Fire safety review will include a review of impact on life safety of adjacent spaces and coordination with all drawings including MEP drawings. Hazardous materials investigations. All areas affected by construction will receive a thorough investigation for hazardous materials. A certified industrial hygienist will be retained to complete all site investigations and testing. The VA will make available existing records. If destructive testing is required, access holes will be provided by the VA as directed by the IH. Provide removal/containment documents and cost estimate. Provide removal/containment supervision during construction. Utility design. Extend existing systems where feasible. Include nurse call, telephone, data, TV, public address, PME, storm systems. Mechanical design including detail of the mechanical construction requirements for heating, ventilating, air conditioning, refrigeration, fire and safety, plumbing and sanitary engineering. Include commissioning of HVAC system. Any HVAC (>20 tons) shall be provided with economizer control. HVAC systems will be designed in accordance with VA HVAC Design Manual, dated February 2008, including 80% return air and 50% reduction in airflow during unoccupied times. Cooling efficiencies for all air cooled equipment shall be 18 SEER/EER minimum. The following minimum design parameters will be incorporated into the design: ZoneRoof InsulationWall InsulationFloor Insulation Door overall UWindow Max UWindow Min SHGC 4AR-20, Attic R40R-13, 3.8ciR190.70.550.4 Notes: 1.ci continuous insulation minimum (overlapping the studs). 1.Door overall U-Value includes any glass. 2.Any glazing within an exterior door shall have a minimum U value = 0.8 Electrical design documents which include electrical, data and telephone closets, power distribution systems, auxiliary power systems, lighting, switching, fire and safety, public address, security and signal systems. Existing systems will be evaluated and reused, extended or modified where feasible. The project will be designed utilizing emergency power panels per VA standards. The building will be designed to utilize combined infra-red/motion occupancy sensors, daylighting control for spaces with windows or skylights, and VA Required FootCandle lighting levels shall be maintained within the lighting densities listed in ASHRAE 90.1 dated 2007. Rm1.23 Operating Rm1.89 Emergency2.26 Patient Rm0.62 Recovery 1.15 Nurse Station0.87 Exam Rm1.66 Structural design setting forth in detail the structural construction requirements including all structural plans, elevations, sections, structural construction requirements, schedules, and calculations sizing all columns, beams, slabs, and coordinate the work with other design disciplines, especially the mechanical and architectural disciplines. Site design documents including existing grades, rough and finishing grading lawns, planting and landscaping. On-site utility systems will be located and documented including fire protection, drainage, building orientation, site lighting, site access, environmental determinate and historic and archeological preservation. Applicable permit (including VPES) submissions will be completed by the A/E. Removal/containment of any hazardous materials will be addressed in the design documents. Any hazardous material work will be reviewed by a certified industrial hygienist. Architectural design including facility floor and roof plans, sections, elevations, details, schedules, selection of building systems and materials, discipline coordination and fire safety systems and controls. Cost estimates detailing quantities of materials, labor, profit, overhead, insurance, taxes, etc. in the format found at http://www.cfm.va.gov/contract/aedessubreq.asp Specifications for all sections of the work utilizing the VA Master Specification system (found at http://www.cfm.va.gov/TIL/ ) setting forth in detail all requirements for the construction fully coordinated with the drawings. Life safety and infection control will be taken into account during all phases of design. Final construction documents will detail measures to be taken by the contractor to assure life safety and infection control. A preconstruction risk assessment will be completed and included in project submissions. Plans for phasing construction to minimize impact on the medical center will be incorporated into the construction documents. Plan construction to include impacts on the medical center such as relocating patient and staff equipment, providing temporary barriers, providing temporary utilities, minimizing impact on patient flow, etc. Presentation and review submissions. Construction period services to include site visits, RFI response (including SOW and cost estimate), site inspections, shop drawing review, submittal review, materials testing, and hazardous material monitoring. General Provide bound specifications and 100% construction drawings with all xref's bound. Construction documents will be required to be furnished in hard copy, electronic.dwg files (Autocad 2011) and electronic.pdf files. Provide construction administration to include shop drawings review, site inspections, and RFI response. Based upon the field investigation work, the A/E shall size any HVAC equipment as per the VA's HVAC design criteria found on the internet at the following web site: http://www.va.gov/facmgt/standard/manuals.asp. The aforementioned HVAC Design Manual also gives the A/E the scope of work required for all areas. All design submissions will be submitted in accordance with the Program Guide PG-18-15, Volume C, for NRM projects. These submission requirements may be found at the following web site: http://www.va.gov/facmgt/ae/des_sub.asp. Each review submission will require 3 full size, bound sets of plans, 3 C size bound sets of plans, and 2 complete sets of specifications, bound in 3 ring binders with specification sections clearly tabbed. Only 1 bound copy of calculations and cost estimates is required. Other applicable program guides can be found at http://www.va.gov/facmgt/standard/. MAJOR WORK ITEMS Investigation of existing conditions: The Architect/Engineer shall make a thorough investigation of the existing site (including topographic surveys, test borings, test pits, soil tests, subsurface exploration and other investigations as he determines are required for the proper design of the project) and get acquainted with equipment, systems, finishes, etc. located in this building. Existing conditions shall be determined by verifying information from field investigation. The survey shall be conducted to obtain sufficient information to permit designers to develop a detailed cost estimate and schematics. The entire Veterans Affairs drawing files will be made available and accessible along with reproduction materials, but the A/E shall provide manpower to reproduce prints. AutoCAD drawings are also available for use. This information is the best available but the Government does not guarantee its accuracy or completeness. The A/E investigation of field conditions shall be performed in a competent professional manner in accordance with Architectural Design Manual PG 18-10. Site utility locations will be verified by the A/E (VA staff will not mark utilities). Where hidden conditions dictate, the VA will provide access holes as needed (both interior and exterior). The A/E will provide materials testing services during construction. Drawings and Specifications: Develop a full set of drawings and specifications for bid purposes. Develop a preliminary drawings, design development drawings, and construction documents. Provide a detailed cost estimate for negotiation purposes and review of contractor's proposal if this project is 8a set-aside. Construction Period Services: Provide construction period services to include reviewing shop drawings and submittals. If there are any design errors or omissions, the A/E shall provide all services necessary information (including sketches and cost estimates) to correct the error and provide the Contracting Officer with a basis for negotiation. Final drawing submittal will include hard copies as described for other submissions as well as a CD clearly labeled with the project name, number and submittal date containing: 1. Folder labeled "bid documents" a.All specifications bound in 1 word document (make sure spec sections are separated by page breaks) b.All drawing sheets in one.pdf file 2.Folder labeled "DWG sheets" containing.dwg drawings of each drawing sheet 3.Folder labeled "PDF sheets" containing separate.pdf documents for each drawing sheet 4.Folder labeled "cost estimate" containing a copy of the final construction cost estimate documents 5.Folder labeled "calculations" containing final calculation documents. 6.Folder labeled "specifications" with a word document for each spec section 7.Folder labeled "misc" for IH reports, materials testing, VPDES permit, soils tests, etc. Upon construction completion, red line drawings will be furnished to the A/E to prepare as built drawings. Final as built drawings will be furnished as master building drawings in a project manager format prescribed by the VA. Site Visits: The Architect/Engineer shall include site visits in this contract. The site visits will be as needed during design development, pre-bid conferences, partial final and final inspections, and inspection of work during construction. Once construction starts, the VA shall determine when these site visits are to be issued. The A/E will also provide services of an independent materials testing agency to perform all materials testing during construction. These requirements are conjunction with the work described in spec section 01 45 29. GENERAL Completed design shall result in a cost that is within the budget limitations. To ensure this, the A/E shall set up one or more bid deduct alternatives totaling 20% or the construction cost. If the base bid cost exceeds budget, and deduct alternates do not bring the project within the construction budget, the A/E shall re-design or take necessary steps to reduce the cost so that budget limitations are not exceeded. The project construction will be under the supervision of the COTR/Project Manager. The Architect/Engineer shall furnish assistance during the construction period, including review of shop drawings, RFI response, submittals, site visits and serve as necessary in clearing up any problems that may arise. Bidding shall be handled by the Veterans Affairs Contracting Officer. KEY REVIEWS AND DATES Key submission and review dates will be set during fee negotiations. Preliminary, DD1, CD1, and CD2, and final submission will be required. Changes: The A/E may submit suggested changes to this statement of work. Any changes to the above made during the negotiations period, if approved by the VA will be incorporated into the contract.
