Description
PURPOSE: The Department of Veterans Affairs intends to issue a Request for Quotation (RFQ) solicitation for the Media Disintegrator Maintenance project, Neosho, MO. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The technical specifications for this requirement will be available upon solicitation issuance.PROJECT DESCRIPTION: The Department of Veterans Affairs (VA), Records Center and Vault (RCV) provides records storage and management services to VA and other Government agencies. One of RCV's product lines is the destruction of VA records that have passed their required retention periods. The contractor shall perform quarterly preventative maintenance for the media disintegrator model SEM 1012 located in Neosho, MO, to ensure it remains functional. DURATION OF THE CONTRACT PERIOD: 12-month base period and four 12-month option periods. ANTICIPATED AWARD DATE: October 1, 2013. SPECIFIC TASKS AND DELIVERABLES: The work to be performed under this contract is for inspection, cleaning, and preventative maintenance. This work will include, but is not limited to the following: 1.Contractor shall provide all labor, tools, materials and transportation to perform inspection, cleaning, and preventative maintenance on the SEM 1012 Disintegrator as required and recommended by the manufacturer. Based on RCV usage of equipment, contractor shall provide preventative maintenance quarterly. 2.Contractor shall remove dull knives, sharpen, gauge, return, and re-install knives in the disintegrator to manufacturer's specifications. 3.Contractor shall ensure disintegrator's waste evacuation system and hoses are free of clogs and operating per manufacturer specifications. 4.Contractor shall provide a written service checklist no later than 10 calendar days after date of award. This service checklist shall include all preventative maintenance check points and services to be performed by the contractor on each on-site visit. 5.Contractor shall supply the Program Manager and the Contracting Officer's Representative (COR) with a written report at the conclusion of each preventative maintenance visit that documents inspection results: overall condition of the equipment, issues found, adjustments made, and current/future repair requirements to maintain safe and efficient operability. DELIVERABLES: a. Written report of inspection results, b. Service checklist consisting of all preventative maintenance check points and services. NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 811212 with a size standard of $25.5 Million. TYPE OF SET-ASIDE: The solicitation will be 100% set-aside for small business. SOLICITATION AND CONTRACT TYPE: It is anticipated that from the Solicitation, the Government will use the Lowest Price Source Selection Process to award one Firm-Fixed Price Contract. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is September 6, 2013. The technical specifications will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. Offerors must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award.
