Description
The Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire, on a competitive 100% Small Business Set-Aside, Combat and Operational Stress Control Support Services in support of Naval Medical Center, San Diego (NMCSD). The Center's mission will be to improve the psychological health of Sailors and Marines through comprehensive programs that educate service members, decrease stigma, build resilience, aid research, and promote best practices in the treatment of combat and operational stress injuries. Naval Center for Combat and Operational Stress Control (NCCOSC) initiatives will be innovative, informed by science, and will provide measurable, wide-reaching results. The desired effect is a culturally relevant center which leverages sound medical knowledge to: 1) Enhance the ability of naval leaders at every level to make informed decisions which will preserve psychological health and 2) Assist service members to retain or restore psychological well being and optimal function. It is the Government's intention to solicit for this requirement as a competitive 100% Small Business Set-Aside. The type of contract anticipated is a Cost-Plus Fixed-Fee (CPFF) contract, non-personal services contract. FLC's intent is to issue a CPFF contract in accordance with FAR 15 (Contracting by Negotiation) procedures. The period of performance will be 26 April 2014 to 25 April 2015with a 30 day start-up period making award by 25 March 2014 with two one-year options ending 25 April 2017. The solicitation number N00189-13-R-Z103 will be made available electronically upon its release to FedBizOpps, www.fbo.gov. The applicable NAICS code is 624190, Other Individual and Family Services. The solicitation will include the FAR Clause entitled "Option to Extend the Term of the Contract (52.217-9)" and "Option to Extend Services (52.217-8)." In accordance with FAR 17.207(c)(3), the Government will make a determination prior to exercising any option(s) that the exercise of the option(s) is the most advantageous method of fulfilling the Government's requirement, price and other factors considered.
