- Request for Proposal The purpose of this synopsis is to obtain proposals from organizations who believe they are capable of completing the attached Request for Proposal. Interested organization who believe they can complete all of the terms and conditions of the attachment may submit proposals to David Dombeck, Contract Specialist, at vwj8@cdc.gov. Proposals must be received no later than September 12, 2013 by 11:59 pm. Organizations submitting proposals should attach all pertinent documentation necessary for proving their certifications, competencies, and experience as requested in the RFP. Edit (09/06/2013 at 1:47 pm): In response to a question, it has been determined that -20 degrees Celsius or Fahrenheit is an acceptable temperature at which the cultures may be transported.
