Solicitation Number: VA261-13-Q-1867 Notice Type: Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice in conjunction with procedures in FAR 13, Simplified Acquisition Procedures, and additional information included with this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) Code for this procurement is 337121 with a corresponding small business size standard of 500 employees. This requirement is set aside for Small Business concerns and only qualified offerors will be considered. The Veterans Health Administration (VHA), Network Contracting Office (NCO) 21 requires the following items, Brand Name or Equal, which provides the same fit, form and function as the Brand Name below, for the Maui Vet Center. Line Item 1: Part Number: GK2331-2, Gunlocke, Fitzgerald Lounge, 2 Seat with (512 Medium Red Cherry) cherry finish on maple base, button option, fabric option L14, 2016 Caribbean1 each Line Item 2: Part Number: MDTO2448S16, Gunlocke Occasional End Panel Table 24Dx48wx16H, Medley wood finish, natural cherry veneer, 512 medium red cherry, Medley bevel edge detail.1 each Line Item 3: Delivery 1 job Salient Characteristics: All items shall be Gunlock Fiztgerald or Equal. See line item detail above. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. DELIVERY SCHEDULE: Offeror proposed delivery date: ____________________ Days ARO FOB Destination shall be to VA Maui Vet Center, 35 Lunalilo Road, Suite 101, Wailuku, HI 96793 For this solicitation, VHA NCO 21, Sacramento, CA intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 21, Sacramento, CA is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors shall not artificially manipulate the price of a transaction on www.FedBid.com by any means. It is unacceptable to place bad faith bids, to use decoys in the www.FedBid.com process or to collude with the intent or effect of hampering the competitive www.FedBid.com process. In addition to any VHA buy terms entered in FedBid, the Seller (Bidder) has reviewed and acknowledges any attached solicitation documents, item details, delivery schedule, and/or instructions to Seller (collectively referred to as requirements), and agrees to all terms and conditions set forth in the solicitation documents. While additional support documentation (e.g. Seller Attachments) may be requested, pricing shall be entered as a 'bid' in the reverse auction - offline pricing is not an acceptable offer. At the conclusion of the reverse auction, if attached to the buy, the apparent winning bidder shall be required to complete the solicitation documents prior to award. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offers must be valid for 30 days after close of solicitation and offerors shall be registered in the System for Award Management (SAM) prior to award. Registration information is located at www.sam.gov. EVALUATION Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule. The Government will award to the responsive, responsible offeror who meets or exceeds the Brand Name Salient Characteristics.
