- REQUEST FOR INFORMATION (RFI) VA119-13-I-0099_1 A00001 Health Information Management (HIM) Health Record Coding Services The purpose of this amendment is to incorporate Contractors' Question and the Government's Responses and to change the SUBMISSION DUE DATE to no later than 12:00 PM, Eastern Daylight Time on September 11, 2013. All responses under this RFI shall be emailed to Shirelle.Taliaferro@va.gov. Question 1. Is there an incumbent contractor currently performing these services? If so, could I please find out the contractor name and contract number. Response 1. There are three national Blanket Purchase Agreements with Bowden Technologies/VA101 (049A3)-BP-0200, Managed Resources, Inc./ VA101(049A3)-BP-0148 and TCoombs & Associates, LLC/VA101(049A3)-BP-0147. Question 2. Item 2.A.6 of the RFI Vendor Submission Instructions states "Based on your review of the draft PWS, identify by task the number of full-time equivalents (FTE), labor categories and any other relevant pricing components to support tasks as described in the attached draft PWS." The draft statement of work does not provide any estimates on numbers of claims that will need to be coded under this contract. What should responders use as their assumptions for an estimated level of effort to respond to Item 2.A.6? Response 2. The estimated coding and charts to be audited are as follows: Estimated coding: Outpatient encounters: 187,500/month (total all VA facilities) Inpatient admissions: 20,000/month (total all VA facilities) Estimated charts to be audited: 1600 charts per quarter Question 3. Performance Work Statement, Section 8.3, Coder Education and Experience, Bullet 6, Page 17, states that "The Audit Reviewers must have at least three years of training experience as a consultant in reviewing records in large tertiary care hospital, and outpatient health care organizations having all subspecialties and primary care, as well as three years of education and training experience." Why is it necessary for the Audit Reviewers to have training experience as a "Consultant?" Would an Audit Reviewer with experience as an "Employee" in a large medical system, hospital or outpatient health care organization be qualified for this position? Response 3. The Performance Work Statement will be revised and the word "Consultant" will be removed from this Section. An employee with the required experience is acceptable as an audit reviewer. Question 4. Performance Work Statement, Section 13, Contractor Personnel Security, Page 19, states "All Contractor employees who require access to the Department of Veterans Affairs' computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Security and Investigations Center (07C)." Must personnel who are providing indirect Information Technology infrastructure and support services undergo a background investigation for this contract? Response 4. Personnel that provide indirect Information Technology Infrastructure and support which requires access to VA systems/data shall undergo a background investigation. Question 5. Performance Work Statement, Section 15, Contractor Responsibilities, Page 20, states "If the Office of Personnel Management (OPM) through the VA conducts the investigation, the Contractor shall reimburse the VA within 30 days." What is the cost for the VA to conduct these investigations? Response 5. The cost is approximately $279 per Background Investigation and $27 for the fingerprint processing. Question 6. Performance Work Statement, Section 15, Contractor Responsibilities, Page 20, states "The Contractor shall prescreen all personnel requiring access to the computer systems to ensure they maintain a U.S. citizenship and are able to read, write, speak and understand the English language." Is it acceptable for personnel providing direct Coding and Auditing services to be U.S. residents with appropriate work papers to work on this contract? Response 6. Personnel providing direct Coding and Auditing services must be a U.S. citizen. Question 7. Performance Work Statement Section 15, Contractor Responsibilities, Page 20, states "The Contractor shall prescreen all personnel requiring access to the computer systems to ensure they maintain a U.S. citizenship and are able to read, write, speak and understand the English language." Is it acceptable for personnel providing indirect Information Technology infrastructure and support services for this contract to be U.S. residents with appropriate work papers? Response 7. Personnel providing indirect Information Technology infrastructure and support services that require access to VA systems/data must be a U.S. citizen. Question 8. With the change to ICD-10 in October 2014, does the VA expect to have a drop in production and Accuracy from the coders? Response 8. For a limited time, with the change to ICD-10 in October 2014, the VA does expect to have a drop in production from the VHA coders. Accuracy ratings are expected to remain at current standards. Question 9. What kind of rate structure should we submit and for how many years? Response 9. At this time the Government is collecting market research from the industry. Please provide the Government with your proposed rate structure based on the Draft Performance Work Statement and the responses to these questions. The rate structure should be submitted for a 12 month base year with four (4) option years. Question 10. Will the actual RFP allow for remote access for contracting the deliverables of coding and internal audits? Response 10. This RFI is for planning purposes only. The Performance Work Statement will be revised to include remote access for contracting the deliverables of coding and internal audits.
