- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for Cocoon HDT Trailer Mounted ECU (9EA) and Cocoon GET 35 HDT Generator Only (5EA) Protective Covers or equal advertised as a 100% total small business set-aside, no further designation. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-60 effective 26 Jul 2012). The NAICS code is 336999 and the small business size standard is 500 employees. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. You will not be eligible to receive an award if you are not in the System for Award Management database. (Reference: DFARS 252.204-7004, Alt A Required Central Contractor Registration). SCOPE Contractor Responsibilities: Provide the following (below deliverables) to 70th Troop Command located at 24 Davis Street., Saint Louis, MO 63125; Attn: SFC Kip Hill. Deliverables: Overview - The Missouri Homeland Response Force requires Protective Covers to protect 9EA HDT Trailer Mounted ECUs and 5EA HDT Generator Only. Actions required: Cocoon HDT Trailer Mounted ECU (9EA) and Cocoon GET 35 HDT Generator Only (5EA) Protective Covers or equal (product specifications below): Protective Cover Specification Provide textile cover to protect assets from moisture based corrosion; from sand, dust and microbe contaminates; from salt and sulfur based pollutants; from Ultra Violet light degradation; and from the creation of micro climates under a cover that amplifies corrosion. Cover to mitigate solar heat gain. Covers must be soldier friendly to assure use and protection. This is defined as lightweight, packable, easily installed and removed in all weather extremes, field repairable and cleanable with soap and water. The cover textile must pass the following tests. 1.0Waterproof ISO 811 Greater than 10 meter column of water 2.0 Air Permeability ASTM D737 0.14cfm/sq ft/min 3.0 Moisture Vapor Transmission Rate ISO 15496 5000 g/m2/24 hours 4.0 Filtration Efficiency ASHRAE 52.2 Greater than 99.97 rejection of particles 0.3 microns or larger H-12 at 10.5 ft/min face velocity (MPPS 0.8 micron) 5.0 Electrostatic Discharge Fed-Std. 191A, T.M. 5931 (front and back) Static dissipative classification of Fair or Better. The offer submittal shall list the item by part number, the product description as listed above and any transportation costs. The offer shall list unit prices, total for each part number, and an overall totaled price. Offerors shall submit their quote on letterhead stationery, provide unit prices with a grand total, and the contractor must remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS at FAR 52.212-3. The government will not accept incomplete proposals/quotations. Offers will be evaluated on technical acceptability and price for the overall best value. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the best overall value.
