- This is a presolicitation notice for the acquisition of non-personal services to provide Emergency Surgical Procedures Laboratory (ESPL) support on a supplemental need basis for up to 224 students to be instructed annually on a 4 hour ESP Lab block of instruction. The purpose is to ensure that students are trained in the most current and relevant techniques IAW the 68W30 Phase 3 POI (Program of Instruction) dated 23 May 2011 and lesson plan C2601073, version 1 dated 1 Aug 2011. Training shall strictly adhere to Army doctrine and the attached 68W30 Phase 3 POI and lesson plan C2601073. ESPL Training must be performed within a 50 Mile radius of Ft. Knox, KY 40121. The anticipated performance period will be 14 Sep 2013 - 13 Sept 2014 with the first ESPL instruction on 18 Sep 2013. This acquisition will be solicited as a unrestricted, full and open competition basis via release of a Request for Quote W91YTZ-13-Q-0013. This is a commercial item acquisition under FAR Part 12 using evaluation procedures of FAR Part 13.5. Award will be made to the quoter who is the lowest priced technically acceptable quote. This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments, and other miscellaneous documents will be posted to FedBizOpps (http://www.eps.gov). The offer due date/local time is 13 Sep 2013, 02:00 PM, Central European Time. Submit questions by email regarding this RFQ by end of business 10 Sep 2013. Answers will be posted on 11 Sep 2013.
