Description
DLA Distribution, New Cumberland, PA intends to issue a limited source/brand name contract for radiation monitors. In accordance with the Office of National Continuity Programs (ONCP) standardization requirements, Canberra Industries Inc., is the only source with a commercial off-the-shelf (COTS) product that complies with their standardization requirements, is lightweight, uncumbersom, and compatible with the existing spare parts inventory. Accordingly, the Government intends to award a Firm-Fixed-Price (FFP) contract utilizing Far Part 12 and Far Part 15 to Canberra Industries Inc. or an authorized distributor for a quantity of 505 UltraRadiac-Plus (URAD-PLUS-R/Y/NC) radiation monitors. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement and request a copy of the RFP beginning September 9, 2013 and no later than September 11, 2013. The proposals due date and time will be September 18, 2013 at 1:00 PM EST. Restriction of sources for this acquisition is justified in accordance with 10 U.S.C. 2304(c)(1), Only One Responsible Source/a Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements (FAR 6.302-1). Although there are other manufacturers of radiation monitors that may meet the Government's minimum requirements, it is not in the Government's best interest to award an acquisition to any other brand. Circa 2002, several United States Government Department and Agencies had offsite meetings to discuss a standardization of equipment, across numerous classes of supply, including CBRNE equipment and gear. These agencies, led by the Office of National Continuity Programs (ONCP) met again in 2008 to revalidate this standardization. In particular, the standardization of CBRNE equipment and gear was largely based on the difference in the personnel that will be called upon to use the gear (e.g. A 50 year old civilian is physiologically different than a 25 year old soldier). The gear chosen as a standard for the Department and Agencies needed to be lightweight, uncumbersom, and COTS. Due to this standardization of equipment within said department and agencies, the Canberra Ultra-Radiac Plus is the only RADIAC that will cost-effectively meet the customer requirements. This type monitor is required for both immediate life safety protection as well as monitoring dose, dose rate, and total dose of unit individuals based on mission needs for both individuals and buildings, in particular during movements to and from locations. Since there is standardization across government department and agencies, there is an inventory on the shelves within these departments and agencies, along with the spare parts to maintain the inventories. Additionally, the cumulative value of current inventory of spare parts is significant, would not be usable by any alternative equipment, and would be rendered useless by purchasing an alternative product. By purchasing this product the Government will maintain the continuity of training, storage, calibration, re-supply, as well as current inventory of spares, as it is currently a standard DOD and DHS issue item.
