- Description
- Customs and Border Protection intends to issue a sole source contract to Johns Hopkins University Applied Physics Laboratory, LLC (JHU/APL) for a one-year base period and four one-year option periods. The purpose of the sole source contract is to provide the Office of Technology Innovation and Acquisition with research and development support for mission systems engineering, concept exploration, system integration, systems analysis and modeling and simulation, systems engineering strategic planning and execution, and operational utility systems engineering. Specifically, this contract will focus on independent and integrated test and evaluation and engineering support services for the deployment of advanced technologies that can predict, deter, detect, identify, classify, and respond to Items of Interest (IOI) crossing US borders. Engineering evaluation plans, test conduct, data collection, analysis, and report generation will be done to support system deployment requirements. CBP shall maintain the continuity of the effort and to avoid duplication of cost, it is imperative that the work expertise continue with JHU/APL. This action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3. This notice of intent is NOT a request for competitive proposals. This notice is for informational purposes only. Any response to this synopsis should be sent via email to Amanda Gilbert, Contract Specialist, at Amanda.Gilbert@dhs.gov on or before October 2, 2013.
