Description
Subject: Request for Information Synopsis for Special Security Office Support Services. PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research for use in formulating an acquisition strategy to obtain Special Security Office Support Services for Marine Forces Cyber Command (MARFORCYBER). This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The Regional Contracting Office - National Capital Region (RCO-NCR) is requesting responses from all qualifying sources. The qualifying code for this effort is NAICS 541990. BACKGROUND: MARFORCYBER is located in the Washington National Capital Region (which would be the primary location for services), and conducts cyberspace planning and operations as the USMC service component of USCYBERCOM in support of Department of Defense (DoD) operations, to include Marine forces, worldwide. Special Security Office Support Services will be required to maintain the command's security and personnel database and process incoming personnel for polygraphs, conduct briefs, and assist in completing visitor requests to secure areas. The Contractor will be required to possess a TS//SCI clearance with a counter intelligence polygraph, and many deliverables will classified. CORE OBJECTIVES TO BE ACCOMPLISHED Special Security Services Support Services: Requirement Overview: Provide support services to MARFORCYBERCOM leadership and personnel to advise and facilitate security control procedures. Provide analysis and clerical processing of personnel and information security, to include: physical, personnel, information, and technical security. Higher Level Performance Measure(s): Support up to 1000 visitor requests per year. Support, track, and report on up to 300 Top Secret, Special Compartmentalized Intelligence background investigations per year. Support, track, and report on up to 300 polygraphs per year. Support, track and report on up to 700 indoctrinations, debriefs, and Transfers in Status for incoming and outgoing personnel. Requirements and Objectives: (1) Maintain the Command's Security and Personnel Database on a daily basis. (2) Conduct indoctrinations, debriefs, and Transfers in Status for incoming and outgoing personnel. These actions shall be maintained an accurate record log. (3) Assist in completing visit requests via Joint Personnel Adjudication System (JPAS), Pentagon Badge requests, agency badge extensions, unofficial foreign travel and courier requests. (4) Coordinate incoming personnel for polygraphs, agency badge briefs, accounts, required organizational badges and Common Access Cards. (5) Provide weekly reports to the Special Security Officer for any security related incidents. (6) Make recommendations to ensure compliance with personnel security standards and programs and the application of Intelligence Community directives and policies. (7) Track data and personnel to support electronic background investigation. (8) Assist in the management of personnel security records and databases, and incoming/outgoing visitor certification program. (9) Collect information related to the continuing evaluation program and assist in processing applicable security actions to include Security Access Eligibility Reports (SAERs). (10) Provide expertise in the conduct of security indoctrination briefs for personnel entering SCI billets. (11) Conduct the orientation security brief for new employees. (12) Coordinate and conduct individual and group security awareness briefings at all levels to include General Officers and Senior Executive Service personnel. (13) Assist in processing special action requirements including exception packages, security violations, and interim eligibility requests. (14) Analyze and report to the government deviations from the Sensitive Compartmented Information (SCI) program, including Information Assurance policies, physical and technical actions, and procedures set forth in the applicable directives. (15) Provide recommendations to the government local policies and procedures for the protection of personnel, information, property, equipment and facilities from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage or loss. INSTRUCTIONS: Responses to this RFI shall not exceed 15 pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Labor categories and rates used by respondents for similar services (not included in page count); (3) Three customer Citations of any current or past performance related to the objectives (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; (4) Link to the respondent's General Services Administration (GSA) schedule, or attached file of same, if applicable (not included in page count); and (5) other material relevant to establishing core competencies of the firm. Please identify business size; point of contact; phone number; fax number; e-mail address; taxpayer identification number; DUNS Number; and CAGE code. Response is due by 2:00 p.m., EST, 20 September 2013. Please submit e-mail responses to Wanda S. No solicitation documents exist at this time. The Marine Corps is neither seeking proposals nor accepting unsolicited proposals, and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The Government will not pay for any information or administrative costs incurred in response to this RFI.
