- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA), on behalf of the National Institute of Mental Health (NIMH), intends to negotiate and award a purchase order without providing for full and open competition to Carl Zeiss Microscopy LLC (Carl Zeiss) for a Carl Zeiss AxioExaminer D1 Fixed Stage Upright Microscope to Conduct Scientific Research: Fixed Stage MicroScope Axio Examiner D1 for Brightfield, Oblique Illumination IR/VIS DIC, EPI Fluorescence. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS code 333314 with a Size Standard of 500 employees. REGULATORY AUTHORITY: The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-69 effective September 3, 2013. This acquisition is conducted under the procedures as prescribed in the FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Acquisitions using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Government's Requirements and Need Description: The contractor shall provide a Carl Zeiss AxioExaminer D1 Fixed Stage Upright Microscope to Conduct Scientific Research: Fixed Stage MicroScope Axio Examiner D1 for Brightfield, Oblique Illumination IR/VIS DIC, EPI Fluorescence according to the general description of the salient physical, functional, and performance characteristics as follows: - The microscope system allows for the control elements for focus drive, stage drive and condenser drive, selection of visible or infrared light, for adjusting the field iris diaphragm, the regulation of light intensity and for all contrast techniques in transmitted-light are positioned at the very front of the stand to minimize vibration and easy access to preserve manipulators and patch equipment. Carl Zeiss AxioExaminer D1 Fixed Stage Upright Microscope Unique Specifications and Custom Design: - The IR illumination built into the transmitted light path. The area and control for Dodt contrast slider integrated into transmitted light base for IR/VIS Dodt contrast technique. The condenser with built in contrasting techiniques including oblique illumination. The ability to accommodate 75mm and 45mm focal distance optics. The fluorescence light path is apochromatically corrected and must hold up to 5 fluorescent filter sets. The colibri LED illuminator with control panel and trigger capabilities with microsecond switching time, up to 4 leds controlled and continuous attenuation, with a free objective lift of 22mm and contains a 20x/1.0 W Plan-Apochromat and 63x/1.0 W Plan Apochromat water dipping lenses. Possesses the ability to have a zoom tube coupled into camera port with zoom range of 0.5x-4x magnification. The upper body and lower body of the microscope built as 2 separate components to permit additional spacers to raise objective area from stage area allowing large working distance for specimens- up to 100mm. The objective nosepiece is removable via a quick release to allow use of single position, 2 position, or 4 positions nosepieces to provide the ultimate flexibility for manipulation area around the objective. The custom-built high-powered microscope systems possess a certain fluorescence for combining electrophysiology recording with optical imaging. Therefore, custom designed high-power microscope systems possess unique specifications that allows the Laboratory of Molecular and Cellular Neurobiology to conduct scientific research that other microscopes do not allow. Purpose and Objectives: The Laboratory of Molecular and Cellular Neurobiology requires a Carl Zeiss AxioExaminer D1 Fixed Stage Upright Microscope to Conduct Scientific Research: Fixed Stage MicroScope Axio Examiner D1 for Brightfield, Oblique Illumination IR/VIS DIC, EPI Fluorescence. The aforementioned Carl Zeiss Microscope allows for the control elements for focus drive, stage drive and condenser drive, selection of visible or infrared light, for adjusting the field iris diaphragm, the regulation of light intensity and for all contrast techniques in transmitted-light are positioned at the very front of the stand to minimize vibration and easy access to preserve manipulators and patch equipment. Other Important Considerations: Not Applicable CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION: The determination by the government to award a purchase order without providing for full and open competition (including brand-name) is based upon market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of responses received to the sources sought notice published in the FedBizOpps on August 15, 2013. The results of the market research concluded that there are other companies with the capability of providing high-powered microscopes systems. However, only Carl Zeiss can provide a high-powered microscope systems that possess the salient physical, functional, and performance characteristics with elements and features essential to the Government's requirements. Therefore, Carl Zeiss is the company which can provide high-powered microscopes systems which allow for the control elements for focus drive, stage drive and condenser drive, selection of visible or infrared light, for adjusting the field iris diaphragm, the regulation of light intensity and for all contrast techniques in transmitted-light are positioned at the very front of the stand to minimize vibration and easy access to preserve manipulators and patch equipment. CLOSING STATEMENT: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
