- The Federal Highway Administration (FHWA) intends to award a sole source Purchase Order to the International Association of Fire Chiefs (IAFC) to obtain "Non-Personal, Professional Support Services to Deploy the SHRP2 TIM Responder Basic Training Program to the Fire and EMS Services." The IAFC shall use its unique access to support the efforts of the FHWA to increase awareness and utilization of the National Traffic Incident Management Training Program (TIM) in the fire and emergency service community, especially those portions supporting traffic incident operations. The organization shall also produce materials and provide support to FHWA in promoting the SHRP2 TIM Responder Training course among public safety officials while using its forums to exchange information and ideas on TIM and promote the Second Strategic Highway Research Project (SHRP2) TIM Training Program to allow for significant outreach capabilities. There are no similar organizations with such unique access to the targeted groups or that possess the infrastructure and existing meeting schedule to support such an effort. All responsible sources may submit a response identifying their interest and capability to respond to the requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $200,000; the anticipated award date is September 21, 2013.
