- The Federal Highway Administration (FHWA) intends to award a sole source Purchase Order to the International Association of Chiefs of Police (IACP) to obtain "Non-Personal, Professional Support Services to Conduct SHRP2 TIM Responder Course (L12/32) Awareness Training with State Police Colonels." The IACP shall use its unique knowledge and access to coordinate and communicate information regarding the training sessions, ensuring that the session is part of its regional meetings. The IACP is uniquely qualified to provide the requested services since it is the only organization that can bring together all of the State Police Colonels and/or senior leaders during four (4) Regional meetings. The IACP also has direct and constant contact with the majority of State, county and municipal law enforcement agencies within the United States which serves to facilitate the support and implementation of highway enforcement, education and safety programs. Since IACP committees are made up of members and stakeholder representatives from law enforcement agencies of all sizes and types, the IACP is able to provide continuity and consistency to traffic safety, education and enforcement programs. There are no similar organizations with such unique access to or involvement with the targeted groups or that possess the infrastructure and existing meeting schedule to support such an effort. All responsible sources may submit a response identifying their interest and capability to respond to the requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $50,000; the anticipated award date is September 22, 2013.
