Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Materiel Agency (USAMMA) intends to negotiate a sole source acquisition for brand name only items manufactured by IMPACT Medical, 27 Fairfield Place, West Caldwell, NJ 07006-6206. Specifically, the government will purchase the following repair spare parts for the Impact Suction Apparatus: 28 each LCD Upgrades (Part Number 712-0754-05), 117each Aspirator/Pumps (Part Number 703-0326-05), 246 each Canister Suction 3000ML (Part Number 703-0326-07), 39 each Hard Carry Case (Part Number 703-0326-16 With very few exceptions; medical equipment repair parts are available only from the manufacturer of the equipment or from a firm that has been licensed by the manufacturer to produce authorized parts. This conclusion is based on Army and Food and Drug Administration (FDA) Regulations and market research. Army Regulation (AR) 40-61, Medical Logistics Policies, prohibits modifications or alterations of Army medical equipment without the manufacturer's consent. Section 6-17 provides that even quote mark minor alterations without the manufacturer's consent may negate any further manufacturer product liability. quote mark AR 40-61 lists four circumstances under which Army medical maintenance personnel may modify medical equipment: modification work order, quality assurance alteration, minor alteration, and component modernization. All require manufacturer involvement or consent. An RFQ W81XWH-13-T-0376 will be issued for brand name items only and set aside 100% for small business. The North American Industry Classification System (NAICS) for this requirement is 334510 and the size standard is 500 employees. All sources that believe they are eligible to provide these items must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects ten (10) days after the publication of this notice, the purchase will be awarded without further remark. All questions and responses concerning this notice shall be emailed to Ms. Wanda Harper at wanda.g.harper2.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 12:00 pm EST, Tuesday, September 17, 2013.
