See posted J&A for further information. MEMORANDUM FOR RECORD FOR OTHER THEN FULL AND OPEN COMPETITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD 1. Contracting Agency:Southern Regional Contracting Office, Brooke Army Medical Center (BAMC), Fort Sam Houston, TX 78234 2. Description of Action: Sole source acquisition with Arcos Inc, for the lease of 4 Burn Navigator devices and service. This action will be accomplished through the use of a Firm Fixed Price Purchase Order. 3. Description of Products/Services: The requirement is to lease 4 Burn Navigator devices to include Technical support and software upgrades. The Burn Navigator is a Burn Resucitation Decision Support System. The device provides intravenous fluid resucitation during the first 24-72 hours post burn. The device used the patient's physiological response, the last hour's intravenous (IV) fluid volume and calculates a new IV fluid rate for the next hour. 4. Authority Cited: 10 USC 2304(c) as implemented by FAR 13.106-1(b)(1), Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization. 5. Reason for Cited Authority: San Antonio Military Medical Center-Institute of Surgical Research has requested that we enter negotiations with Arcos directly. The lease is required for SAMMC for continuation of patient care in the hospital. The lease is only available from Arcos Inc, and is the only Burn Resusitation Descision Support system available.
