Description
The purpose of this amendment completed on 7 Sep 13 was to include the funds availabilty statement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA5205-13-Q-PL88; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-69, DPN 20130808, and AFAC 2013 Baseline. This acquisition will be full and open competition; the North American Industry Classification System (NAICS) code is 423910. The Small Business size standard is 100 employees. The Federal Supply Class (FSC) is 7810. The Standard Industrial Classification (SIC) is 5091. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS RFQ. The obligation of the Government under this RFQ is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this RFQ and until the awardee receives notice of such availability, to be confirmed in writing by the Contracting Officer. ALL CLIN INFORMATION IS IN THE ATTACHED EXCEL SPREADSHEET Award shall be made in the aggregate, all or none. EVALUATION CRITERIA: Evaluation of offers will be completed in accordance with FAR 13.106-2. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers: A) TECHNICAL ACCEPTABILITY - All offers must meet the requirements as set forth in this combined synopsis/solicitation. B) PRICE - The price proposed by the offeror will be included as part of the evaluation. The following provisions and/or clauses apply to this acquisition.
