- HMIMS Statement of Objectives Description: This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This synopsis does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal RFP. It is anticipated that this work will begin in fiscal year 2014. Background: The Naval Support Activity Monterey (NSAM) and its tenant activities are seeking to share continuous process improvements and best business practices in managing the formidable challenges of chemical inventory, chemical consumption and tracking/reporting at diverse, intensive, and dynamic research environments involving hazardous materials. The Hazardous Material Inventory Management System (HMIMS) must be web based and the selected vendor must provide all services and equipment to enable a "turn-key" operation via the web. NSAM and its tenants are specifically looking to transform NSA Monterey's current non-compliant reporting status with federal, state, and DoD/Navy laws and regulations; to full compliance by implementing a user friendly, fully hosted web-based solution requiring no software installation of the program. The chemical inventory/on demand reporting system and other support services must provide a secure, user-friendly, flexible, adaptable and intuitive architecture that allows the NSAM and tenant activities to easily upload inventories and participate in online web-based training events. The selected program should include an online updated chemical reference data base that provides extensive chemical classification and synonyms and other identifiers to facilitate the use of minimally invasive chemical inventories at no additional cost. Additionally, the selected system must track inventory by individual containers, quantity, chemical name, location, ownership, hazard, user-defined fields, and produce detailed reports on demand. The selected system must have the capacity for extension and tailoring to handle growth. The selected system must allow the capability of users subject to system protocols/permissions to view inventories across the enterprise to facilitate improved inventory management and waste minimization. The NSAM HMIMS will vastly improve our occupational health and environmental regulatory compliance as well as providing the means to meet emergency management requirements specified in the Emergency Planning and Community Right-to-Know Act (EPCRA).
