- Sole Source Justification Specification Document THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Beltsville Agricultural Research Services (BARC), Sustainable Agricultural Systems Lab intends to issue a sole source, fixed price purchase order in accordance with FAR Part 13.106 under simplified acquisition procedures to SEAL Analytical, Inc for the following item; AQ2 Automated Multi-Chemistry Discrete Analyzer. The proposed award is being issued under the authority of FAR 6.302-1 (b)(i), only one responsible source and no other supplies or services will satisfy agency requirements. The AQ2 Analyzer manufactured solely by SEAL Analytical, Inc. located in Mequon, WI is the only known bench top chemistry analyzer on the market with a static 1 cm flow-through cuvette and is specifically designed to run environmental samples. (See required specifications) The Sustainable Agricultural Systems Lab requires a chemical analyzer that can provide frequent cross validation sample analysis with a collaborating laboratory at BARC that uses an AQ2 unit. Therefore, the AQ2 Analyzer is required for (1) the analysis of soil, water and plant samples collected in cropping systems and environmental studies and (2) to serve as a back-up analyzer for comparing historical analysis from long-term research studies with a collaborating lab that already possess a AQ2 unit. Without the AQ2 Analyzer, rapid analysis of large numbered samples and on-going projects will be severely hindered. The associated North American Industry Classification System (NAICS) Code is- 334516 - Analytical Laboratory Instrument Manufacturing; small business size standard is 500 in numbers of employees. The government will consider all responsible sources received by the due date. Written responses must contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. If no written responses are received, a purchase order will be issued on or about the week of September 16, 2013 without further notice.
