Description
The Defense Logistics Agency Contracting Services Office--Battle Creek has a brand name requirement for Psion 7535 GS Handheld Terminals. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Quote (RFQ) SP4701-13-Q-9014. Inspection, acceptance and F.O.B. are at destination. Only NEW equipment is being solicited. Remanufactured or refurbished equipment, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old equipment is not available. The single evaluation factor for award is lowest-price, technically acceptable. The resulting contract or order will be firm-fixed price. The requirement is being offered on a brand name only basis. In order to be considered technically acceptable, vendors must offer the equipment listed below. Offerors shall provide a price for each contract line item number (CLIN) in their quote. Offers with quantities of less than requested or products different than the equipment listed below will be deemed technically unacceptable. Per FAR 6.302-1, the brand name equipment from Psion is the only equipment that will meet the government's requirement. To deviate from the current and established RF platform would create a huge impact on the support personnel at the depot and within the DLA organization. Deviating from the DLA standard would create support issues and has a high risk of delaying shipments to troops in the field. Due to the complexity of the DSS, the required Psion units have been adjusted and proven to interface with the programs designed specifically for these devices.
