INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA), on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order without providing for full and open competition to the University of Delaware for the Collection and Coding of Nutritional Survey Data for the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) Study. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS Code 613310 with a Size Standard of 500 employees. REGULATORY AUTHORITY: The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-69 effective September 3, 2013. This acquisition is conducted under the procedures as prescribed in the FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Acquisitions using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Government's Requirements and Need Description: The contractor shall provide Collection and Coding of Nutritional Survey Data for the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) Study as follows: Scope of Work: - Maintain and update HANDLS dietary recall interview schedule. - Complete up to 25 dietary recall telephone interviews with HANDLS participants each week using the Automated Multiple Pass Method developed by USDA. - Score and enter data collected from each dietary recall interview. - Process all dietary recall interviews utilizing the USDA Post Interview Processing System for extraction of AMPM Blaise databases. - Conduct the nutritional supplement questionnaire for every HANDLS participant. - Review and edit the nutritional supplement questionnaire. - Code all the nutritional supplement data obtained from the supplement questionnaire. - Maintain the nutritional supplement database and conduct field research to obtain and verify ingredients for all supplements reported. - Conduct literature reviews of the nutritional literature to support research publications based on HANDLS study dietary and supplement data. - Assist with quality control reviews of dietary intakes and data edits. - This work will be completed on Government computers located at the University of Delaware. Location of Work/Hours of Operation: The work will be conducted at the University of Delaware on government supplied computers. Days of operations will be Monday - Saturday. The interview times are scheduled and conducted at the discretion of the vendor, however, they must be available to conduct interviews at the participant's convenience. Period of Performance: Base Year: 9/29/2013 - 9/28/2014 The telephone interviews shall be conducted within one week of the participant's MRV visit. Scoring and processing of data should be completed at regular intervals and delivered to the government on a quarterly basis. Billing frequency can be determined by the vendor. Performance Requirements/Standards: - Up to 25 completed dietary interviews per week. - Up to 25 completed nutritional supplement questionnaires per week. - Processed dietary and supplement interview data delivered quarterly. Deliverables Schedule: - The interviews shall be delivered as they are conducted using government website to enter data. - The processed shall be delivered by April 30th, August 31st and December 31st. Acceptance Criteria: - Data collection shall be deemed acceptable if 100% of the interview is complete (a response is provided for each item). - Processed data shall be deemed acceptable if it arrives with less than 2% errors. Type of Contract/Payment Schedule: Firm-Fixed-Price/Payment in Arrears. Government Furnished Items: The government will supply the computers and office supplies required to complete the interviews and process the data. Contractor Furnished Items: Contractor shall supply office space and telephones and interviewers/coders. Records/Data: The data are comprised of individual participant interviews that are conducted over the telephone and collected electronically. The government owns all the data. It is stored on government servers at the NIH. Quality Assurance Plan: The Government will perform surveillance by monitoring the schedule for interviews and reviewing the data received for completeness and consistency. Government surveillance will be performed at random intervals no less than three times per year. Background: The University of Delaware Department of Health, Nutrition, and Exercise Sciences have been collaborating with the HANDLS study since 2002 and have both the expertise and facilities tor performing the requirements of this project. Specifically, Dr. Marie F. Kuczmarski is widely regarded as an expert in the field minority nutrition, aging nutrition, nutritional monitoring and study design. She has the facilities and resources for collecting, coding, and analyzing these data and the expertise necessary for interpreting the results. Dr. Kuczmarski has broad experience in appropriately coding foods that are not in standard dietary codebooks. This is especially important in the present study because HANDLS participants consume ethnic varieties of foods or combinations of foods that do not appear in the USDA database. In addition, Dr. Kuczmarski has designed and implemented a technique to collect information on supplements (e.g., vitamins and minerals) that are unavailable in the standard USDA methods tor dietary recall. This is especially important because standard methods may erroneously underestimate participants' nutritional status. Previous contract experience with the University of Delaware has resulted in the defining of criteria for determining the sample population's nutritional status and creating the structure required to collect and process the data that will be collected as part of this contract. The University of Delaware and Dr. Kuczmarski are responsible for the development of the nutritional component of the HANDLS study. Purpose and Objectives: The primary scientific question addressed by the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study is to determine if factors attributed to race, ethnicity or economic stability are contributing elements in the cause of health disparities among such diverse populations. Of primary concern to this study is determining to what level nutrition plays in the epidemiological make-up of a diverse population when viewed in a longitudinal manner. Specific techniques will be used to investigate the effects of nutrition and diet on a population including nutritional monitoring and dietary recall. Period of Performance or/and Delivery Information/Contract Type: Period of Performance: 9/29/2013 - 9/28/2014. The contract type will be Firm-Fixed-Price. Project Description: This contract will provide trained interviewers to collect, enter, code, and process the required longitudinal data to address the nutritional objectives of HANDLS, a 20-year longitudinal study. Interviews performed and data collected under this contract will be used to examine whether trajectories of physical and psychological health differ as a function of race, socioeconomic status, and their interactions. Other Important Considerations: Not Applicable CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION: The determination by the government to award a purchase order without providing for full and open competition (including brand-name) is based upon market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of responses received to the sources sought notice published in the FedBizOpps on July 31, 2013. The results of the market research concluded that there are no other companies with the capability of providing Collection and Coding of Nutritional Survey Data for the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) Study. Only the University of Delaware has both the expertise and facilities for performing the data collection, coding and processing of the nutritional data for the HANDLS Study. Dr. Kuczmarski, of the University of Delaware, is widely recognized as an expert in the field of aging and minority nutrition. Further, Dr. Kuczmarski has been an extremely valuable collaborator to the HANDLS study since 2002, resulting in the production of several manuscripts related to the nutritional domain of the study. Therefore, only the University of Delaware has the capability to provide expert service with the elements and features essential to meet the Government's requirements. CLOSING STATEMENT: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
