- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. The requirement is for brand name or equal to Electron Microscopy Sciences' EMS150RES Rotary Pumped Sputter Coater and related items. The North American Industry Classification System (NAICS) code is 333242. This requirement will be for a purchase order to include delivery of equipment and 3-year warranty, to occur within 30 days of contract award. DESCRIPTION: The Walter Reed Army Institute of Research (WRAIR), Silver Spring, MD, has a requirement for: a) Rotary pumped sputter coater with a 57mm x 0.1mm gold target, and carbon fibre evaporator, supplied with carbon fibre / cord. b) Quick-release sputter insert for suitable for non-oxidizing (noble) metals. Supplied 57mm x 0.1mm thick gold target as standard. c) Quick-release carbon fiber evaporation insert suitable for evaporation of carbon fibre and carbon cord. d) Rotation stage, 50mm with adjustable height for target to sample distances of 38mm-79mm (supplied with 2 mounting pillars). This is a Brand Name or Equal requirement. The supplies recommended by the contractor will be evaluated in how they satisfy all of the Minimum Essential Characteristics (MEC's) provided in the RFQ Instructions. All quotations submitted with equivalent supplies shall provide a matrix that directly point back to all MEC's. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Proposals will be evaluated on the basis of lowest price technically acceptable and any resulting contract will be issued as a Firm Fixed Price Award. POC for this action is Dawn Jennings.
