Description

The VA Pittsburgh Healthcare System intends to negotiate on a Sole Source basis with Alere Informatics, Inc., 2000 Holiday Drive, Ste. 500, Charlottesville, VA 22901, to award a Base and 4 Option Year contract to them, to provide an annual lease of their RALS-Web3 computer software, along with 24/7 Support for Meters/Instruments/Analyzers, for the VA Pittsburgh Healthcare System University Drive Division, Clinical Support Services, Pittsburgh, PA 15240, for the following reasons: It is essential to the Government's needs to Lease the Alere Informatic's Inc. RALS-Web3 Software, since the VA Pittsburgh Healthcare System need a "direct to" device connection for DCA Advantage to their HL7 Siemens Equipment (providing a bi-rectional connectivity system to hospital device), and since Alere Informatic's RALS Software is the only software that has a direct to device connection. It is essential to lease this computer software from Alere Informatic's Inc, since they are the sole provider of their RALS Plus/Freedom Connectivity Platform/Software. Additional SOW/Security Requirements: If working on-site, contractor will be required to comply with physical security guidelines by either checking in with the VA Police each time they come on-site to perform contracted services or by obtaining a VA Contractor ID badge from the VA Police. ID badge must be worn at all times while on-site. Contractor owned computer equipment including laptops are not permitted to be connected to the VA network. The following language from VA Handbook 6500.6 is required in this contract: o Appendix C: Paragraphs #3a, #5h, #6a, #7a, #7d, #9(all) o Appendix D - Before being granted access to VA information or information systems, all contractor employees and subcontractor employees requiring such access must sign the VA's Contractor Rules of Behavior. Contractor must complete "VA Privacy and Information Security Awareness and Rules of Behavior" training prior to the performance of the contract and annually thereafter. Training must be completed in VA's TMS system (https://www.tms.va.gov/). Contractors must use the TMS Managed Self Enrollment method to complete the training in TMS. The COR must ensure that all contractors are validated in the PIH domain. Proof of training completion must be verified and tracked by the COR. Estimated Contract Price for Base and 4 Option Years: $46,000 Period of Performance: Base Year - 10/01/2013 - 09/30/2014 Option Year 1 - 10/1/2014 - 09/30/2015 Option Year 2 - 10/1/2015 - 09/30/2016 Option Year 3 - 10/1/2016 - 09/30/2017 Option Year 4 - 10/1/2017 - 09/30/2018 Location of Work: VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15240. This Notice of Intent is not a request for competitive proposals. Parties may identify their interest; accompanied by supporting literature, to the Contracting Officer no later than 4:00PM on 9/13/2013. Responses should be sent to Ronald Mazzei@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
