- STANDING PRICE QUOTE for four (4) NSN's. GSA, FAS intends to establish a not to exceed one-year Standing Price Quote (SPQ) for four (4) )National Stock Number's in the 5110 Federal Supply Class.. These NSN's are part of GSAÃ ™s National Stock Program. All offers for this RFQ are to be FOB destination. Quantities are estimates based on the last three years usage. Subject SPQ's are not set aside for small business concerns. The Government will make award to the most responsive, responsible offeror whose offer, conforming to the RFQ will be most advantageous to the Government, price and other factors considered.
