- Treasury Office of the Inspector General (OIG), intends to award a sole source award to the Washington Metropolitan Area Transit Authority (often abbreviated as WMATA and commonly referred to as Metro). WMATA is a tri-jurisdictional government agency that operates transit service in the Washington Metropolitan Area. WMATA was created by the United States Congress as an interstate compact between the District of Columbia, the State of Maryland, and the Commonwealth of Virginia. WMATA provides rapid transit service under the Metrorail brand, fixed-route bus service under the Metrobus brand, and paratransit service under the Metro-Access brand. The authority is also part of a public-private partnership that operates the District of Columbia (DC) Circulator bus system. U.S. Annotated Code Title 5, Part III, Subpart 79, Section 7905 was established to create program to encourage commuting by means other than single-occupancy motor vehicles. The Public Transportation Incentive Program (PTI) was established under the guidance from Treasury Directive 74-10 to encourage the use of public transportation systems by Treasury employees to reduce traffic congestion, energy consumption and vehicular pollution. In accordance with FAR 6.302-5, Authorized or Required by Statute, this authority expressly authorizes the Treasury, Office of Inspector General (TOIG) to purchase passes on the mass transit system for employees commuting to and from work. WMATA payment system for use of Metro transportation (also required for Metro parking) is the SmarTrip Card. Unlike traditional paper fare-cards or bus passes, SmarTrip is designed to be permanent and reloadable. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. TOIG will consider all affirmative responses received no later than the close of business on Wednesday, September 18, 2013. A request for more information is not considered an affirmative response. If no response is received that clearly demonstrates the ability to meet all requirements and this is more advantageous to the government, a sole source award will be made to WMATA. The associated NAICS code is 485111. The Product Service Code is V213. The solicitation TOIG-OIG-13-R-0003 is issued as a Request for Quote (RFP). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2 005-60. Period of Performance will be from October 1, 2013 through September 30, 2014, with two (2), one year options to extend. The provisions at 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this acquisition. The following factors shall be used to evaluate offers: Technical Capabilities, Past Performance, Price. Addenda to this provision are attached. (See attached for evaluation factors).
