Description
This is a combined synopsis/solicitation to commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. The solicitation number 3034003 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to Solid Technologies, 650 Sentry Parkway, Suite 1, Blue Bell, PA, 19422. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part-Simplified Acquisition Procedures are exempt from the requirement of FAR Part 6-Competition Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, dated August 1, 2013. There are no set-aside restrictions, the associated NAICS code 334516 and the small business size standard 500 employees. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures, FAR Subpart 13.5-Test Program for Certain Commercial Items, and FAR Part 12-Acquisition of Commercial Items. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch has a requirement on behalf of the National Institute of Mental Health (NIMH) to purchase Project 3500 HDPlus printer. The printer is required by SPIS to support NIH IRP collaborative biomedical technology development projects involving high-performance computing in medical imaging and signal analysis. SPIS projects focus on the research and design of advanced biomedical instrumentation and new clinical research methodologies. The 3D printer is capable of producing models, as well as functional mechanical components, necessary for a broad range of biomedical and clinical research projects. Examples include: robotics mechanical components, molecular models, and clinical modeling. Collaborative NIH IRP projects typically progress in a highly interactive manner, which often require repeated instrumentation design enhancements. Mechanical design modifications, in particular, can result in unacceptable project development delays due to machine shop delivery time and challenging visualization issues. The 3D printer will enable NIMH to quickly provide prototype systems or models to IC collaborators, greatly facilitating technology development. This equipment will be extensively used in the development of custom biomedical instrumentation in support of NIH IRP projects such as: EPR, MIR, ultrasound, PET, AFM, and fluorescence imaging (NCI, NICHD, NIDCD, NIAMS, CC, NIMH, and NHLBI); precision high-throughput tissue cell microdissection, microfluidics for genomic and proteomic analysis, spectrometry, biomechanics, and animal-based studies (NCI, NHGRI, NIEHS, NHLBI, NICHD, NINDS, CC, NIMH, NINDS, NIBIB, and OD). Solid Technologies is the sole reseller of Project 3D Printers for all Maryland, DC and Virginia. No other company has been authorized to sell, maintain, service or supply parts for Project 3D Printers other than Solid Technologies. FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. In addition, FAR Clause 52.212-2, Evaluation-Commercial Items also applies. You must include a completed copy of the provision at FAR Clause 52.212-3, Offer Representations and Certifications-Commercial Items, with your offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, apply to this acquisition. The Defense Priorities and Allocation System (DPAS) is not applicable to this requirement. The synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses must be received by September 16, 2013 12:00PM EST and must reference number 3034003.
