Description
The Military Sealift Command Ship Support Unit San Diego (MSC SSU SD) intends to issue a FFP purchase order for a base year plus four, one year option periods, for the maintenance of its emergency diesel generator (EDG). Anticipated period of performance (POP) dates are as follows: Base POP: 1 October 2013 - 30 September 2014 1st Option Period: 1 October 2014 - 30 September 2015 2nd Option Period: 1 October 2015 - 30 September 2016 3rd Option Period: 1 October 2016 - 30 September 2017 4th Option Period: 1 October 2017 - 30 September 2018 Issuance of RFQ is anticipated on/about 11 September 2013, with a tentative submission due date of Friday, 18 September 2013. Solicitation and associated attachments will be posted to MSC SSU SD's contract's website located at: https://www.procurement.msc.navy.mil/procurement/contract/RFPSearchEntry.jsp Monitor both MSC SSU SD's contracts website & FBO for information pertaining to this procurement. Award is tentatively scheduled to be made by COB on 20 September 2013 Interested offerors are requested to email the contracting officer and provide the following information: DUNS Number CAGE Code Business size under NAICS Code 811310 Note: All interested offerors MUST be registered in SAM (https://www.sam.gov/portal/public/SAM ) and have current REPS & CERTS noted in their company profiles. Failure to be registered in SAM may preclude award if found to be the successful offeror. STATEMENT OF WORK (DRAFT) 1.0 Generator Maintenance Requirements. The following details the minimum requirements for contractor to provide generator maintenance and repair in support of MSC SSU SD: 1.1. Provide a single point of contact for establishing maintenance schedule and repairs. 1.2. Service technician must be qualified to perform maintenance on a KOHLER 135ROZJ generator. 1.2.1. Contractor to provide proof attesting to the current qualification of service technician(s) upon request of the Government. 1.3. Establish service schedule with MSC for the duration of contract performance. 1.4. Contractor will perform the following Reliability Inspections and Maintenance Services on a monthly basis: 1.4.1. Inspection of engine/generator controller for defects. Clean controller and check connections. 1.4.2. Check all fluid levels and top off per manufacturer's recommendation / IAW contractor's business practices. 1.4.3. Inspect diesel fuel tank, day tank, fuel lines and fittings for defects. Repair if minor. 1.4.4. Check equipment for any fuel, coolant, and or oil leaks. Tighten fittings as necessary. 1.4.5. Inspect all engine drive belts, pulleys and hoses for defects. Adjust belts if necessary. 1.4.6. Inspect the radiator fan, shroud, and radiator core fins for restrictions, cleanliness and or defects. 1.4.7. Inspect block heaters for proper operation. 1.4.8. Inspect the exhaust system for any cracked or broken parts. Tighten all mounting as necessary. 1.4.9. Inspect the fuel injection pump, transfer pump and governor system for defects. 1.4.10. Check and clean batteries to include terminals. Check electrolyte and specific gravity levels. 1.4.11. Apply terminal preservative. Check battery cables and connections. 1.4.12. Inspect auxiliary battery charger for proper operation. Adjust as necessary. 1.4.13. Check air cleaners and filters for any restrictions or defects. Clean as necessary. 1.4.14. Check turbo charger for tolerance and freedom of movement. 1.4.15. Inspect the generator main circuit breaker for loose connections and heat marks. 1.4.16. Inspect generator alternator for heat and wear. Blow dust out of stator. Inspect bearing if possible. 1.4.17. Check electrical wiring for signs of abrasion, chaffing, and or corrosion at connectors. 1.4.18. Inspect the transfer switch for any defects. Use infrared temp gun check for hot connections. 1.4.19. Ensure the exercise clock is operational and is set to the customer specific time for exercise. 1.4.20. Lubricate mechanical parts if possible. 1.5. Upon completion of items noted in paragraph 1.4, start and run the equipment. Record all gauge readings. Test engine safety shut down devices to ensure proper safety operation. Check voltage and frequency outputs at the ATS emergency input terminals. Make adjustments if necessary. 1.5.1. While the unit is operating check for any fuel, oil, or coolant leaks. Repair minor leaks if possible. 1.5.2. Check battery charging alternator for proper DC voltage. Adjust if necessary. 1.5.3. Check fuel and governor system for proper operation. Adjust governor if necessary. 1.5.4. Check equipment for abnormal vibrations and noises. Document any such findings. 1.5.5. If practical and upon owner's permission, simulate an under load power failure to ensure the proper operation of the emergency backup system. Owner must make loads available, and it must be practical for the end users of the electrical systems for such testing to be performed. 1.5.6. Check, clean and spot paint, equipment, if necessary to prevent corrosion and preserve the overall appearance of the piece of equipment. 1.5.7. Provide a written report of the condition of the equipment to the end user responsible for the equipment. Note all discrepancies found. A formal proposal will be submitted to the end user within (3) working days for the cost of the repair. If the unit is out of service a proposal will be provided immediately. 2.0 Conduct Annual Maintenance Services as Follows: 2.1. Take corrective action for all items listed in the preceding visit. 2.2. Change engine lubricating oil and oil filters. 2.3. Change engine fuel filters. 2.4. Change air cleaner element. 2.5. Change water filters when used. 2.6. Take oil sample and coolant sample for analysis. 2.7. Dispose of hazardous waste from service. 2.8. Lubricate PTO Clutch Levers and Linkage. 2.9. Clean crankcase vents tube. 2.10. Check air intake hoses, connections & system. 2.11. Check engine ground connection. 2.12. Check crankshaft vibration damper. 2.13. Check and adjust engine speeds. 3.0 Resistive Load Bank Testing: 3.1. Monthly. Conduct a 30 minute load bank test with a simulated full-building load. 3.2. Annually. Conduct a 120 minute load bank tested at fully-rated load. This annual load bank test will be scheduled during such a time to simulate a total "power outage" event at Building 570 while causing the least amount of impact to the command's mission. This event may be scheduled during normal working hours and/or after normal working hours. The intent of this test to ascertain said generator's ability - and that of the entire back up power system, to operate during an unforeseen power outage event. No prepping of the generator is allowed before initiation of the test. 4.0 Automatic Transfer Switch (ATS) Service and Testing. This event may be scheduled during normal working hours and/or after normal working hours. The ATS service requires that the power be turned off to the transfer switch for about 30 to 45 minutes. 5.0 Diesel Fuel Polishing and Annual Fuel Sample Analysis. Any additional repairs required during the planned maintenance service visit will be brought to the attention of the owner/operator. Repairs will only be made after proper authorization from owner/operator is provided to the service technician. 5.1. Results of all samples taken shall be provided to the customer no later than the following monthly scheduled servicing. 5.2. Key to providing the customer with results is a risk analysis concerning the generator's ability to function during both normal and "power outage" events. 5.3. Contractor to advise/recommend on maximum amount of time fuel should be allowed to remain in said generator's fuel tank. 5.3.1. If fuel in generator is found to be in excess of its maximum operating expectancy, contractor is to remove / replace fuel. 5.4. It is incumbent upon the contractor to provide the customer with recommendation to ensure the proper operation of said generator during power outages or like events. 6.0 Exclusions. Customer's building electrical systems, functions and or operations. This contract does not include any repairs to the equipment. All repairs to the equipment must be approved by the customer.
