- RFP CQ13055R Repair of Railcars 5056 & 5057 Rebid 5000 Series Technical Specifications The Washington Metropolitan Area Transit Authority is soliciting proposals for a qualified contractor to repair damaged transit railcar nos. 5056 & 5057. Transportation and re-commission the railcars ready for revenue service is also included. The Authority will also be providing damaged railcars 5066 & 5067 for the Contractor's use to facilitate the repairs. This is a "Best Value" RFP. This project does not include federal FTA funding. A Pre-Proposal Conference is scheduled for 10 a.m. October 8, 2013 at the Greenbelt Yard, 5801 Sunnyside Avenue, Building C, College Park, MD 20740. Any questions regarding the solicitation must be made in writing to the Contracting Officer no later than November 7, 2013. An inspection of damaged railcars 5056 & 5057 is mandatory. Inspection of railcars 5066 & 5067 is strongly recommended, but not mandatory. The railcars will be available for inspection immediately following the pre-proposal conference. Firms that inspected the railcars in the spring will be considered to have satisfied the mandatory inspection requirement. Proposals are currently due by 2 p.m., Thursday, December 12, 2013 at the WMATA, Office of Procurement and Materials, Room 3C-01, 600 Fifth Street, NW, Washington, DC 20001. For security procedures, proposals delivered by hand must be taken to the Authority's mailroom on the lobby level. Proposals are to be submitted in the format prescribed in Solicitation Instruction No. 16, Proposal Format Instructions/Requirements. Technical proposals must address the topics listed in section c. A performance bond will be required from the successful offeror(s) awarded the contract. The solicitation and technical specifications for the 5000 series railcars are posted below. Other listed exhibits will be furnished upon formal request. Vendors must be registered with the Authority to receive an award.
