Description
The Naval Surface Warfare Center Panama City (NSWC PC) intends to award, on a sole source basis, a firm-fixed price commercial item order to Focal Technologies Corporation, 77 Frazee Ave., Dartmouth, Nova Scotia, Canada, B3B 1Z4, to provide three (3) commercial off the shelf (COTS) Electro-Optical Slip Ring Assemblies, Model Number 208 / 291 Fiber Optic Rotary Joint (FORJ) with alterations including Optical Link Loss Budget (attenuation) for each optical channel (8) of each procured FORJ assembly. This procurement is sole source for the following reasons. An electro-optical slip ring assembly at the AN/SQQ-32(V)4 OK-520 winch interface is still required for the High Frequency Wide Band (HFWB) Detection Sonar upgrade requirement to the new Fiber Optic Tow Cable (FOTC). The HFWB slip ring assembly requires a minimum of a eight (8) optical channels for data telemetry and dual telemetry and redundancy applications. Focal Technologies Corporation currently has designed an eight channel single mode FORJ, (also referred to as a slip ring), with modifications to support the Model 291 Fiber Optic Rotary Joint. This is the only available Commercial Off-the-shelf (COTS) with an optical loss of less than 2.5db per fiber and is capable of supporting data rates of 1.2GB per second. This is also the only FORJ (slip ring assembly) that has passed MIL-STD-901D Grade A shock testing. All FORJ (slip ring assemblies) will be delivered within one (1) year after contract award. The applicable FSC is 6099, the NAICS Code is 335999, and the small business size standard is 500 employees.
