Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a High Energy Electron Gun and Controller to fit within lunar dust adhesion bell jar in accordance with the following specifications: 1. Shall be able to provide a beam of electrons with energy ranging from 1 keV to at least 20 keV with a spread of no greater than 0.5 eV. 2. Shall be able to produce a beam current of at least 1 mA. 3. Shall be able to provide a collimated beam of electrons. 4. Shall be able to produce a beam 1.5 - 25 mm at a working distance of 450 mm. 5. The electron beam shall be able to be rastered with a x direction frequency of at least 10 kHz and a y-direction frequency of at least 100 Hz. 6. Shall be mounted on a standard 4.5 Conflat-type vacuum flange. 7. Shall be able to mechanically align electron beam while electron gun is operating. 8. The gun shall not protrude more than 10 cm from the sealing surface into the vacuum chamber. 9. The gun and associated cables shall not protrude more than 50 cm from the sealing surface into the room. 10. All feedthroughs shall be compatible with UHV operation (down to 10-10 Torr). 11. Electron gun shall be compatible with 350 C bake-out with cables removed. 12. A power supply and controller for the electron gun shall be included. 13. Cables between electron gun and power/control source shall extend at least 5 m. 14. The power supply shall be able to be able to maintain less than 1.0 percent variance in bean current. 15. All primary control functions (beam energy, beam current, focus, x-y deflection) shall be accessible without a computer interface. 16. All primary monitoring functions (beam energy, source voltage, source current, emission current, focus, x-y deflection) shall be accessible without a computer interface. 17. Shall have the ability to interface with a computer for control and monitoring using industry standard connectors (e.g., RS-232). 18. Shall operate on standard 110 VAC, 60 Hz line current. Shall include hardware to mount in standard 19' instrument rack. The provisions and clauses in the RFQ are those in effect through FAC 2005-69. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334516/500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA/Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 12 weeks days ARO. Offers for the items described above are due by COB 09/17/2013 to NASA/Glenn Research Center, 21000 Brookpark Road, MS: 60-1, Cleveland, OH 44135 and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end products offered are other than domestic end products as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAR 2012), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.204-10, 52.209-6, 52.209-10, 52.219-4, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-1, 52.225-13, and 52.232-33. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements such as Delivery, shall also be considered.It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (FEB 2012), Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable.
