Description
TITLE. "Architectural and Engineering Assessment for BSL-3 Laboratory, NHRC Operational Infectious Diseases" GENERAL. Operational Infectious Diseases (Code 166) will plan to renovate building 434, in accordance with Department of Defense (DoD), Center of Disease Control (CDC), United States Department of Agriculture (USDA), and National Institute of Health (NIH) regulations. Before these renovations can occur, an A&E assessment is required to verify which areas of the facility require modification, and to provide a revised design plan to improve the facility for BSL-3 laboratory, as necessary. OBJECTIVE. Provide an A&E assessment and revised design for incorporating facility modifications to building 434, Biosafety Level 3 (BSL-3) Laboratory, located at the Naval Health Research Center. SPECIFIC TASKS. Provide a written report, architectural plans, and cut sheets for the following: a. Installation of an emergency shower in the laboratory containment area. b. Upgrade the current sink: relocate closer to the laboratory exit, and add plumbing to the floor. We have an available sink but the installed system cannot be considered functional according to safety standards. c. Add two surveillance cameras inside the bio-containment unit due to the presence of blind spots. d. The surveillance cameras of Bldg 434 should be connected to the security network to allow remote viewing. e. Connect the building to the intranet system and install a computer connected to the network for BSAT program. f. Install crash bars for the fire exit doors. g. Change pin hinges from the clean room access and bio-containment unit exit doors for BSAT program. Move security access panel to another location, outside the laboratory. h. Install a motion detector to turn on the light in the mechanical room of the 1st floor to light up the fire exit door. i. Install duress alarm buttons in various areas of the laboratory. j. Move the doors interlocking override buttons from the outside of the laboratory to inside the containment area. k. Connect emergency lights to generator and install independent emergency battery lights. l. Rewelding and repair of the HVAC ducts on the second floor. The lack of welding in this duct can cause the release of infectious agents to the environment. m. Install a visual and audible pressure alarm for the HVAC system in the containment suit. n. Verify the existence, use and testing of door alarms, HVAC fan failure, and door interlocking system and HVAC interlocking system alarms. Install any missing items if necessary. o. Install magnahelic gauges outside and inside the bio-containment unit. p. Improve and design the HVAC control panel. Connect this panel to 2 computers located outside building 434. q. Replacement of existing fan motors to meet air circulation requirements as specified in NIH/CDC standards for a BSL-3 facility. r. Repair of finishes and surfaces (walls and flooring) as necessary. Perform on-site inspections of the facility as needed, to identify any other facility systems that require improvement, if not listed above. REPORTING REQUIREMENTS. a. Submission of installation plan to include milestone, delivery and installation dates for location on this request. QUALIFICATION REQUIREMENTS. The contractor selected for the performance of this statement of work must comply with licenses and certifications associated with this work. RESTRICTIONS. FAR 36.209: Construction contracts with architect-engineer firms. No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. SECURITY CLEARANCE. None required; the effort is unclassified.
