- NASA/GSFC has a requirement for quantity 4, 15U high strength stackable racks to be used interchangeably in three aircrafts: the HU-25C Falcon Jet, Beechcraft B-200 aircraft and the UC-12 aircraft. These rack assemblies shall be interchangeable with the existing racks and rear riser system that are currently a part of the aircraft. <p> NASA/GSFC intends to purchase the items from Welch Mechanical Designs (WMD), LLC. WMD is uniquely qualified to provide these products based on their previous work in developing the custom rack system employed on both the Langley Research Centers (LaRC) B200 and UC-12 aircraft. These racks were developed specifically to address research requirements. Modularity and interchangeability between LaRCs aircraft is an absolute necessity. <p> The Government intends to acquire a commercial item using FAR Part 12. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. EST on September 19, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
