- Notice of Intent No.: 2013-Q-16151 This is notice of intent to award a sole source contract and is not a request for competitive proposals. It is anticipated that this requirement will be a Firm-Fixed Price Purchase Order awarded on or before 09/16/2013. The Centers for Disease Control and Prevention, Office of Noncommunicable Diseases, Injury and Environmental Health, intends to solicit and enter into a contract with Emory University of Atlanta, Georgia for Diabetes Training and Technical Assistance Center & National Diabetes Prevention Program Training. The Government's requirements are: 1) Maintaining a Diabetes Training and Technical Assistance Center (DTTAC) to enhance DDT's efforts to provide technical assistance and training for its funded grantees and national partners. 2) Facilitating a process to develop a standard set of core competencies for DDT Project Officers to support content-based work in Domains 3 and 4 of the Combined FOA (CDC-RFA-DP13-1305) and a training plan to provide and measure learning related to those competencies. 3) Developing a learning management system (a coordinated learning framework that organizes learning by position and competencies appropriate to the learner and his/her specific career path), in consultation with DDT, for state health departments and community health professionals. 4) Facilitate the process to develop a training agenda only for the March 2014 grantee meeting under CDC-RFA-DP13-1305, in consultation with the FOA core working group, borrowing from concepts and approaches used in previous Diabetes/Tobacco Training Institutes. 5) Assisting DDT in developing and disseminating the monthly "Information You Can Use" newsletter for state health departments, and assessing the feasibility of broadening the newsletter to encompass work in heart disease and stroke prevention; school health; and nutrition, physical activity, and obesity prevention under the 4 NCCDPHP Domains. 6) Hosting, managing, and updating the learning directory of archived resources for DDT. The Government intends to solicit, negotiate and award to only one contractor using Simplified Acquisition Procedures pursuant to FAR Subpart 13.1. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. All interested responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the CDC to David Kelley by email at vrb7@cdc.gov. No solicitation is available and telephone requests for information will not be honored. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within five (5) days of this posting. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government.
