- NASA/KSC has a requirement for Consulting Services for Crew Transportation System Certification. NASA/KSC intends to purchase the service from Jett Consulting Services of Houston, Texas. Jett Consulting Services (JCS) provides a combination of strategic, programmatic, operational, management (leadership) and technical consulting services for government agencies and private businesses. Mr. Brent Jett of Jett Consulting Services has specialized experience in providing strategic programmatic planning and program facilitation of commercial spacecraft development and certification which is directly relevant to the Commercial Crew Program (CCP) strategic planning. He is uniquely familiar with CCP strategic management needs. These needs include facilitating industry development of safe, reliable, and cost-effective human space transportation to and from low Earth orbit while certifying it to meet the United States Government ISS crew transportation needs. His twenty years of service to the Agency as both an astronaut and director of flight operations for both the Shuttle program and during the development of transportation needs for getting US Astronauts to the Space Station on Russian spacecraft - provides the credibility to effectively interface with executive level NASA personnel. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on September 25, 2013.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
