Description
Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Akima Facilities Management LLC for Base Operations and Support Services for the Fort Gordon Directorate of Public Works (DPW) and Directorate of Logistics (DOL). The period of performance for this contract extension will be 1 October 2013 - 30 September 2014. The DOL portion of this requirement will be removed and the contract de-scoped once the EAGLE task order is executed for performance of the DOL requirement. The primary type of work will include facilities support services under the North American Industry Classification System (NAICS) Code 561210. The small business size standard for this NAICS is $35.5 million average annual revenue for the last three fiscal years. Work under this requirement shall provide the management, administration, supplies, materials and labor necessary to perform the installation Public Works and Logistics Support mission for Fort Gordon, Georgia. Support functions include Contingency Planning & Mobilization, Resources Management Services, Engineer Work Order Reception and Tracking, Environmental Effects, U-Do-It Services, Facilities Maintenance & Repair, Ground and Surfaced Areas, Pest Control, Plant Operations Services, Project Accomplishment, Transportation, Transportation Motor Pool, Supply and C&E, V&E Maintenance. A determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1), Only one responsible Source. The Government intends to procure this sole source requirement under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. When the current contract was awarded in 2007, DPW and DOL were a joint organization known as the Directorate of Public Works and Logistics (DPWL). Since the time of contract award, DPW and DOL have split into two separate Directorates. On 1 October 2012, DOL realigned under the Army Sustainment Command (ASC) portion of the Army Material Command (AMC). The new organizational structure for the two customers under the current contract requires that the follow-on requirement for DOL and DPW base operations services be solicited and awarded as two separate contracts. The Army Contracting Command (ACC) Rock Island office is issuing a task order against the Eagle Multiple Award Task Order Contract (MATOC) for Logistics support. The anticipated date of award for the EAGLE order has been revised multiple times and it is likely that this date will change further based upon multiple awards being contracted simultaneously and residual effects of the civilian furlough. The incumbent contractor, Akima Facilities Management LLC, is the only available source that can provide services until new competitively awarded contracts can be executed due to the magnitude and complexity of the requirement and the time available before the current contract expires. With their current staff, the contractor is responsible for providing DPW and DOL support personnel for Fort Gordon, Georgia. The functional areas that the contractor is responsible for are all interrelated services under the existing contract and, as such, they must be managed/performed by one source to ensure continued services are provided to the Fort Gordon installation. The current six (6) month extension expires 30 September 2013 which would require extension of the current contract by 1 October 2013. In accordance with the terms of FAR 5.207(15)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 17 September 2013 at 1100am EST, award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
