- Provisions and Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Drug Enforcement Administration (DEA) has a requirement for a bulk order of ammunition. This solicitation is issued as a request-for-quote (RFQ) for the assorted bulk ammunition items referenced in the chart below: Description of Ammunition Quantity Required 9mm 147 grain bonded round 75,000 rounds.45 Auto, 230 grain Full Metal Jacket (FMJ) 10,000 rounds.45 Auto, 230 grain Jacketed Hollow Point 5,000 rounds 12 gauge 8 pellet, 00 buck, low recoil 7,000 rounds 12 gauge Rifled Slug, 1oz, low recoil 7,000 rounds 5.56x45mm, 62 grain NATO service 154,000 rounds The Government intends to award a single, firm-fixed price contract. All applicable provisions and clauses, including FAR clauses 52.212-3, 52.212-4 and 52.212-5 are listed in Attachment 1. All sources shall submit a completed copy of the provision 52.212-3. All sources shall submit a quotation which will be evaluated. Evaluation factors other than price include: Delivery - providing the products and all the quantities referenced above. Offerors' shall also provide an estimated lead-time for the requested supplies which will also be evaluated. Award will be based on technically acceptable/lowest price - for an offeror to be considered technically acceptable, it shall meet the delivery requirement referenced above. All sources shall provide ALL OR NONE in response to this combined synopsis/solicitation. All questions and quotes shall be submitted electronically to Ryan.F.Burke@usdoj.gov. The deadline for questions is September 12, 2013 at 11:00 AM (EST). Questions & Answers will be posted as an amendment to this solicitation. Quotes are due no later than September 13, 2013 at 2:00 PM EST.
