- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions, on behalf of the National Institute of Aging (NIA), Intramural Research Programs, and Laboratory of Cardiovascular Science (LCS), intends to negotiate a Purchase Order on a sole source basis with Johns Hopkins University, Bayview Proteomics Group, located at 5200 Eastern Avenue, Baltimore, MD 21224, to procure the development of specialized proteomics assay systems of cardiac pacemaker and aging cardiac tissues utilizing assay procedures developed in previous collaboration over the last seven years. This acquisition will consist of the Contractor performing specialized proteomics assays including 2DE digels, silver staining and subsequent array analysis of resulting images, including subject samples isolated in the experiments to dephosphorylation and/or deglycosylation assays, MALDI Time of Flight mass spectrometry, Orbitrap Mass spectroscopy, and subsequent data analysis. The essential requirement that this acquisition will provide is to continue developing highly specialized assays especially fine-tuned for the purpose of the analysis of cardiovascular tissue relating to age changes in protein expression and highly specialized proteomics interpretation relative to cardiac pacemaker mechanisms. The line of research is central to the LCS and these analyses are integral to that line of research. The acquisition from this Contractor is the only source with the capability to satisfy the essential requirement. This acquisition is made under Simplified Acquisition Procedures in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 12, and is exempt from the competition requirements of Part 6. This Notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
