- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 2999358 and the solicitation is issued as a request for proposal (RFP). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2006-69, dated August 1, 2013. There are no set-aside restrictions, the associated NAICS code is 334516 and the small business size standard is 500 employees. This purchase is for a 12-cm gradient set with full set of third order shims. It will become part of a new ultra-high field 17.6 T, 21cm bore MRI magnet. Specifically, we are requesting a contractor to construct a gradient set with 12 cm inner diameter and outer diameter less than 21 cm. The gradient set shall have a full set of shims up to third order. The contractor shall provide a method to install and mount the gradient set in the 17.6T magnet. It is expected that we will have the necessary power to run the shim coils. The gradient set should be capable of at least 600 mT/m in strength with a rise time of <150 microseconds on each of the x, y, and z channels, using the 500V/300A of the supplied IECO amplifiers. Gradient homogeneity should be better than 5% over a 70mm diameter sphere. Duty cycle at full gradient strength should be a minimum of 15%. Delivery is expected 180 days from award, FOB Destination with Consignee's premises, to the National Institutes of Health, Bethesda, Maryland. The following provisions apply to this requirement; 52.212-1, Instructions to Offerors - Commercial Items, FAR clause 52.212-2, Evaluation - Commercial Items. Each proposal will be evaluated in strict conformity with the offerors ability to meet the specifications/requirements as outlined above. The major evaluation factor for this solicitation will be technical, and cost/price factors. Although technical factors are of paramount consideration in the award of the contract, cost/price is also important to the overall contract award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The price quoted will be evaluated taking into consideration any price reductions. A best value analysis will be performed taking into consideration the results of the technical evaluation, price evaluation, and the ability to complete the work within the Government's required schedule. The Government intends to make an award(s) to that offeror whose proposal provides the best overall value to the Government. In addition to the clauses above; Offerors must include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov."
