- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), Policy and Program Analysis Branch (PPAB) of the Office of Policy, Communication and Education (OPCE) within the Office of the Director (OD), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to American Human Genome Society (ASHG), 9650 Rockville Pike, Rockville, Maryland 20814-3998 to provide NHGRI fellows training in Genome and Genetics. Background : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI) is part of the National Institutes of Health (NIH), the world's premier biomedical research organization. The NHGRI oversees intramural and collaborative research to study the human genome and genetic diseases. The Education and Community Involvement Branch (ECIB) of the Division of Policy, Communication and Education (DPCE) conducts education program development and education policy analysis that enables the NHGRI to pursue its mission. The American Society of Human Genetics (ASHG), founded in 1948, is the primary professional membership organization for human genetics specialists worldwide. The Society's nearly 8,000 members include researchers, academicians, clinicians, laboratory practice professionals, genetic counselors, nurses and others who have a special interest in the field of human genetics. The Society's primary objective is to educate key groups (including health care professionals, patients, at-risk populations, legislators, health policy makers and the media, among others) and provide them with the basic knowledge, resources and tools that they will need to acquire a better understanding of advances in human genetics research and technology, and their translation to health care practice. ASHG also strives to increase awareness of the public health implications - as well as the potential ethical, legal and social issues - related to major research discoveries in human genetics. ASHG also works in partnership with other genetics organizations to support and enhance public health education outreach efforts that promote helpful educational programs, resources and tools for consumers and health care providers. Purpose and Objective : This contract funds a unique education fellowship jointly administered by ASHG and ECIB. The fellowship is designed for genetics and genomics professionals with an advanced degree who are early in their careers and interested in the development and implementation of national genetics health and public education. The fellow is given the opportunity to participate in education development at the NHGRI and ASHG, and to work directly within federal agencies. A leading role of the ECIB is to examine policy issues arising from genomics research, and to develop policy analyses fostering the translation of the research to uses in the public domain, so the fellowship supplements the priorities of the Branch. This fellowship not only trains genetics professionals to apply their training to an education program development, but also helps them transition to a education career, thus increasing the pool of education professionals with expertise in genomics. At the start of each fellowship, the fellow works at the NHGRI in the Policy and Program Analysis Branch for approximately 4 months. The fellow participates in a variety of ongoing policy activities, and in processes such as the development of the federal budget. The fellow then works approximately 9 months in a Congressional office and/or Congressional committee involved in genetics related public policy issues. In the last three months, the fellow is given the option to extend their stay with Congress, or to work at the ASHG. The fellow is expected to do background research and analysis on policy issues of importance to NHGRI and the human genetics community, and to prepare summaries on issues for a variety of audiences. Writing tasks may include preparation of testimony, policy analyses documents, documents and position statements. The fellow participates in a variety of forums and is expected to represent the involved organizations effectively in individual meetings and larger settings. Anticipated Period of Performance : Base: September 2013 through September 2014 Option 1: September 2014 through September 2015 Justification : The American Society for Human Genetics ASHG serves research scientists, health professionals, and the public by providing forums to: advance genetic research by advocating for research support, enhance genetics education by preparing future professionals and informing the public, promote genetic services and support responsible social and scientific policies. The ASHG uniquely represents the genetics community, and no other organization has a mandate that includes advocacy, outreach, policy and education around genetics. These are the very foundations on which the fellowship is based. The ASHG is uniquely suited to co-sponsor the policy fellowship, their mission and goals align very closely with those of the NHGRI. The fellowship compliments the NHGRI/ASHG policy fellowship which has existed more than ten years with highly successful fellows now alumni of the program. It is part of a close ongoing relationship between the ASHG that includes extensive NHGRI participation in the ASHG annual meeting, (http://www.ashg.org/2012meeting/) membership of the ASHG executive director as an ex officio representative at the National Advisory Council for Human Genome Research (http://www.genome.gov/10000905) and extensive education partnerships, for example, National DNA Day http://www.genome.gov/26525485. Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 813920, Professional Organization and the Small Business Size Standard is $14.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (September 3, 2013). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
