- Notice of Intent to Sole Source - Advanced Shipboard Electronic Warfare Capability SYNOPSIS DESCRIPTION NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR to support an advanced shipboard electronic warfare capability aboard a number of Navy Ships. The Surface Electronic Warfare Branch of the Tactical Electronic Warfare Division of the Naval Research Laboratory (NRL) intends to award a contract on the basis of other than full-and-open competition to Lakenheath Electronics Design for four subsystems. These subsystems are currently being designed and developed by Lakenheath Electronics. The required subsystems are as follows: 1) Power Entry Module (PEM): The PEM is a subsystem used to interface to prime power and the control subsystems. 2) Microwave Power Module Controller (MPMC): The MPMC is a subsystem used to control and monitor the performance of Microwave Power Modules. 3) System Interface Subsystem (SIU): The SIU provides communication between multiple subsystems. subsystem. Remote Interface Subsystem (RIU): The RIU is a subsystem provides a communication interface between the SIU and the cooling subsystem. To summarize the above: A system consists of 1 SIU, 4 PEMs, 4 MPMCs, and up to 4 RIUs. NRL intends to initially procure enough subsystems to support three systems + spares The maximum quantity of each subsystem that may be required, including spares support is listed in Table 1: Subsystem Maximum Quantity PEM 90 MPMC 90 RIU 72 SIU 36 Subsystems may be ordered independently and in any quantity. Delivery shall be as follows PEM: Initial delivery of four subsystems three months ARO and a sustained delivery rate of four subsystems per month thereafter RIU: Initial delivery of four subsystems three months ARO and a sustained delivery rate of four subsystems per month thereafter SIU: Initial delivery of one subsystem three months ARO and a sustained delivery rate of one subsystem per month thereafter MPMC: Initial delivery of four subsystems three months ARO and a sustained delivery rate of one subsystem per month thereafter Vendors who feel capable of meeting all the requirements stated above shall, within 15 days after publication of this synopsis, fully identify their interests and submit written data and verifiable documentation that demonstrates conclusively the capabilities of their proposed equipment to meet the stated requirements. Responses received after 15 days or without the required documentation will be determined non-responsive to the synopsis, and will not be considered further.
