- The United States Army Contracting Command - Aberdeen Proving Ground (APG), Aberdeen, MD 21001, intends to award a One-Year (1) Firm-Fixed Price/Cost Reimbursable Hybrid type contract with Two (2) 12 month Option Periods, for the purchase of Operations Management, Systems Operation and Sustainment, Technology Insertion, Installation/De-installation of HW and SW, Satellite Network Operations, Internet Protocol (IP) Network Operations, Tier 1/2/3 Helpdesk, Training, Testing and Participation in Test Events, Information Assurance, Security, and any other functions directly pertaining to the Operations Center. The Operations Center supports a growing number of systems/system of systems/family of systems to include Force XXI Battle Command-Brigade & Below/Blue Force Tracking (FBCB2/BFT v6.5), Joint Battle Command-Platform/Joint Capabilities Release (JBC-P/JCR), Joint Battle Command-Platform System (JBCP), Blue Force Tracking 1 Network (BFT1), Blue Force Tracking 2 Network (BFT2), Movement Tracking Network (MTS), Tactical Ground Reporting System (TiGR), Ground Combat Communications System (GCCS), Battle Command Sustainment Support System (BCS3), Battle Command Sustainment Support System - Node Management (BCS3-NM), Data Dissemination System (DDS), Command & Control Registry (C2R), and Single Interface to the Field (SIF) Operations Center (SOC). The levels of support for each system will vary, however the scope will cover any operational task that monitors or supports C4ISR networks and systems within the purview of the Program Executive Office - Command, Control, & Communications-Tactical (PEO-C3T). This procurement will be a total small business set-aside using full and open competition amongst small businesses in accordance with FAR part 19.502-2(b). The solicitation W15P7T-13-R-0081 will be posted to Army Single Face to Industry (ASFI) under the FedBizOpps website at https://www.fbo.gov on or about 14 October 2013. The Government will evaluate using the Lowest Price Technically Acceptable (LPTA) approach. The estimated ceiling value is $21,007,533.00. A login is not required to view this opportunity.
