Description
Naval Sea Systems Command (NAVSEA) intends to award a contract on a sole source basis to L-3 KEO, 50 Prince St., Northampton, MA 01060 for the procurement of Universal Modular Masts (UMMs). This proposed contract is in support of the UMM Program and includes procurement of UMM ship sets, spare UMM ship sets, a UMM prototype, and engineering services. This procurement will satisfy requirements for VIRGINIA Class Block IV production for the period of Fiscal Year (FY) 14 through FY18 as well as spare requirements. The base contract will be for two UMM ship sets. Option year one (FY15) also includes two UMM ship sets. Option year two (FY16) includes three UMM ship sets. Option year three (FY17) includes two UMM ship sets. Option year four (FY18) includes three UMM ship sets. The maximum number of UMM ship sets to be procured under this proposed contract is twelve. In addition, this procurement will also include 140,000 man hours of associated engineering services to provide for test, evaluation, integration, installation and deployment of UMM systems. UMM systems and spare ship sets will be procured on a Firm Fixed Price (FFP) basis and engineering services will be Cost Plus Fixed Fee (CPFF). This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(ii). No solicitation documents exists, but parties who believe they are capable of meeting this requirement are encouraged to submit a statement of capabilities to contract specialist Lisa Sherman by email at lisa.sherman@navy.mil. The Government will not pay for any information received and the information will only be used by the Government in considering whether or not to conduct a competitive acquisition.
