- Sources Sought Notice (SSN) / Invitation to Industry Day Title: Transport Medical Trainer Laboratory (TMTL) Contract Vehicle: TBD Closing Date: 06 September 2013 Brief Summary: To elevate medical capability and skills on the battlefield, the US Army Medical Department Center and School (AMEDD C&S) is developing a Transport Medical Trainer Laboratory (TMTL) as part of their Critical Care Flight Paramedic (CCFP) program's curriculum. The TMTL project will consist of providing the items needed to set up a student classroom, a small computer lab area, an instructor control room, a UH-60 Medical Evacuation (MEDEVAC) Helicopter cabin mock-up that includes the Integrated Modular Medical Support System (IMMSS), and a Forward Surgical Team training area. No building construction or remodeling is required by the contractor. CLARIFICATION as of 10 Sep 2013: The only devices that will be authorized are Measuring Tools during the quote mark Site Survey quote mark only. Recording of the Opening Remarks and Q&A Sessions after the site visit is not permitted. This clarification does not change the date of the Industry Day or the due date for submissions of capability requirements as specified below. This is also a notice that an Industry Day will be held at Army Medical Department (AMEDD) Headquarters, Fort Sam Houston, San Antonio, TX, Building B-2841 Room 0405, 3660 Stanley Rd (next to AMEDD HQ, across from the parade ground grandstand) on 12 September 2013 beginning at 0845. A briefing of the program will be provided and there will be a site visit to the proposed area where the TMTL will be established. Agenda is included as Attachment #3 to this announcement. PROGRAM DESCRIPTION: Project Manager for Combined Arms Tactical Trainers (PM CATT), Product Manager for Medical Simulation (PM MedSim) has a requirement to procure, install and network all of the various requisite items to establish the TMTL, and to provide full life cycle support to the TMTL for the US Army Medical Department Center and School (AMEDD C&S). The TMTL is designed to be a dynamic indoor setting that will simulate the unique clinical skills and stress involved with aero medical evacuations and transferring patient care in an urgent setting. TMTL will be located at Fort Sam Houston and provide Critical Care Flight Paramedic students the practical hands-on experience and the essential rehearsals needed to be prepared for their assignments. ACQUISITION APPROACH: This is a SSN / Invitation for Industry Day at Fort Sam Houston, TX. In accordance with FAR Part 10, Market Research, the Government seeks to obtain information regarding 1) the availability and capability of qualified small business concerns; 2) whether there are HUB Zone small businesses, service-disabled, veteran-owned small business or small disadvantaged businesses that can successfully satisfy the Government's requirements. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set aside is possible. This SSN will be announced in the STRI Business Opportunities Portal (STRI BOP) and the Federal Business Opportunities (FedBizOps) web site. The Government is anticipating making award based on Lowest Price/Technically Acceptable. The Government anticipates a Firm Fixed Price (FFP) delivery order / contract, with a time and materials (T&M) line item(s) for product support. The period of performance will be for no more than five years with a two-year base period and three one-year options. QUANTITIES: The TMTL consist of several rooms with each requiring different components (see attachment 1). ESTIMATED DOLLAR VALUE: TBD RESPONSE FORMAT: Capability Statement/Information Sought: Interested, qualified organizations should submit a tailored capability statement for this requirement, not to exceed 10 single-sided pages (including all attachments) sent in single-space, using 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Statements should also include an indication of current certified small business status. This indication should be clearly marked on the first page of your capability statement, as well as the eligible small business concern's name, point of contact, address and DUNS number. Information Submission Instructions: All capability statement sent in response to this Source Sought Notice (SSN) must be submitted electronically (via email) to the below identified individuals. All responses must be received by the specified due date and time in order to participate in the Industry Day: 1) Describe your company's capability to produce an effort consistent with the attached requirements and concept drawings. 2) Describe your company's experience in providing life cycle support consistent with this type of project. List of Participants: Due to security requirements, a list of participants will need to be provided NLT 6 September 2013, 1300hrs (US eastern time zone) to the POCs identified below.
