Acquisition Authority: This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 - Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 05-69. 9. North American Classification System (NAICS) Code: 334516 10. Small business size standard: 500 Employees 11. Classification Code: 66 12. Set-aside Status: None, this is a single-sole source (including brand-name) non-competitive action. 13. Description: To meet current research requirements and to address the scheduling constraints imposed by a multi-user intramural resource, the Scanning Probe Microscopy Resource urgently needs to upgrade its decade old instrumentation from the Multimode V to the Multimode 8. The Scanning Probe Microscopy Resource currently has over $500,000 invested in complementary atomic force microscopy instrumentation housed in Building 13, Room 3N02. The instrumentation upgrade must meet the following requirements: • Interface directly with existing Bruker controller and software • A general purpose imaging mode with all of the following features: 1) Automatic optimization of critical imaging parameters including set-point, gains, scan rate and Z limit; 2) Mode must operate in both air and liquids; 3) Does not require that the cantilever resonance be "tuned"; 4) Has conventional imaging rates (<10 minutes per image); 5) Directly controls the tip-sample imaging force down to at least 50 pN; 6) Mode automatically compensates for drift of the deflection signal • Ability to add an imaging mode that unambiguously maps quantitative nano-mechanical properties, including modulus and adhesion, at high resolution (<10nm), at conventional AFM imaging rates (<10 minutes per image), and over a wide modulus range (at least 1 MPa to 50 GPa). 14. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. 15. Single-sole Source (Including brand-name) Determination: The determination by the Government to make a single-sole source (Including brand-name) award is based upon the market research conducted as prescribed in FAR Part 10-Market Research, specifically the results of the market research concluded that Burker Nano is the only manufacturer and vendor who can provide the Multimode 8. 16. Closing Statement: This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
