- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W912JV13T4004 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 722310 and the small business size standard is $35.5 million. The following commercial items are requested in this solicitation; QTY: 5 years (1 base plus 4 option years) Unit of issue: Day CLIN 0001: 1. Mess Attendant services for an Air National Guard and/or an Air Reserve unit(s) during Unit Training Assembly (UTA) weekends. Mess Attendant (MA) duties typically include the sanitation process of a military kitchen/dining facility. MA duties may include dish/pot/pan washing using automatic and manual means, serving food using portion control methods, maintaining a salad bar and a drink bar, sweeping, mopping, dusting, washing windows, and taking out the garbage/recyclables. UTAs are typically the first and/or the third weekends of each month for up to and including 12 months per year. CLIN 0002: 2. Full Food Service for an Air National Guard and/or an Air Reserve unit(s) during Unit Training Assembly (UTA) weekends. Full Food Service (FFS) duties typically include the full service of food/non-alcoholic drinks/maintenance of a salad and drink bar, full sanitation of a military dining facility (to include mopping, sweeping, vacuuming, dusting, sanitizing the whole dining facility, to include windows and the immediate exterior areas and the emptying of garbage and recyclables in the designated area(s). UTAs are typically the first and/or the third weekends of each month for up to and including 12 months per year. *UPDATE - Vendors will provide a quote mark daily rate quote mark for CLIN 0001 (Messing service) and 0002 (Full service). If daily rates differ in future years, vendors may use CLIN 0003 and 0004 for FY 15, CLIN 0005 and CLIN 0006 for FY 16, CLIN 0007 and 0008 for FY 17, and CLIN 0009 and 0010 for FY 18. Of course, odd numbered CLINS are for messing only and even numbered CLINS are for full service. However, if the daily rates remain fixed throughout the 5 year period, you may just submit a quote for CLINS 0001 and 0002 and that will be considered the daily rate for all 5 years. *UPDATE - tenative FY 14 UTA Schedule is uploaded. This may be subject to change. Note, first drill period for FY 14 is on 10/5/13 and 10/6/13. *UPDATE - Due to new mission requirements, vendors will provide quote mark full service quote mark for at least 5 out of 6 days per quarter (2 days a month x 3 months = 6 days). Thus, the 142nd FSS members will only be cooking once a quarter or 1 time, and only mess services will be required. No further information available and this may be subject to change. Notes: UTAs may be up to and including two weekends per month in order to accommodate the Guard and Reserves, which conduct their UTAs on separate UTA weekends. The award will take place on or before 30 September 2013 to the lowest price technically acceptable (LPTA) quoter. The following provisions and clauses apply to this acquisition:, FAR 52.212-1, Instructions to Offerors--Commercial Items, FAR 52.212-2 Evaluation -- Commercial Items and award will be made to the lowest priced quotation that meets the physical, functional, and performance criteria outlined in CLIN 0001, FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items DFARS 252-212-7001 Contract Terms and Conditions Required to implement Statutes or Executive Orders applicable to Defense Acquisitions of Commercial Items. All firms must be registered in the System for Award Management (SAM) database @ www.sam.gov and shall be considered for award. All quotes must be sent to TSgt Steven Dong @ steven.dong@ang.af.mil. Quotes are required to be received no later than Monday September 16, 1000 PST time). Vendors who submit a quote must confirm that they will conform to all terms and conditions as stated in the attached Performance Work Statement.
