Description
DISA Critical Equipment Upgrade Design and Equipment Installation at DECC PAC Bldg 475, JBPHH, Hawaii In accordance with Federal Acquisition Regulations (FAR) 5.203, the U.S. Army Corps of Engineers, Honolulu District issues the synopsis of work. This announcement is not a solicitation and represents upcoming construction work. This project will be an UNRESTRICTED design-build solicitation utilizing Contracting by Negotiation procedures prescribed at FAR Part 15. The NAICS Code for this project is 236220: Commercial and Institutional Building Construction. The Small Business size standard for this NAICS code is $33.5 Million average annual revenue. Magnitude of construction is between $10 Million and $25 Million. This solicitation was previously issued under Request for Proposals No. W9128A-13-R-0007 but was canceled on September 11, 2013. This project supports Tier III data center equipment upgrades on the third floor of Building 475, Joint Base Pearl Harbor Hickam (JBPHH), Pearl Harbor, Hawaii for the Defense Enterprise Computing Center Pacific (DECC PAC). In support of additional computing rack equipment, deteriorated and under-utilized spaces on the third floor will be rehabilitated and reconfigured. Critical mechanical 1000 Ton air conditioning systems that provide infrastructure isolation from the rest of the facility to include: chillers, cooling towers, pumps, and piping will be installed in a 2N configuration. Rack containment systems for high density computing to include: in-row coolers, computer room air conditioners, power distribution units will be installed. The old and obsolete electrical distribution system on the third floor and service entrance will be upgraded and reconfigured to provide a dedicated 2N redundancy with medium voltage transformers and uninterruptable power supply to the computer equipment. Backup generators will be installed in the generator yard to provide a dedicated source of backup power for the computer equipment. The electrical systems to be designed and installed include a UPS system in the 3.2MW range and a generator system in the 6MW range. The existing old and obsolete Substation K-6 on the ground floor will be replaced and reconfigured to provide power to the building. The existing old and obsolete generator in the generator yard will be replaced and reconfigured to provide backup power to the building. This synopsis is for a firm-fixed price construction requirement. Interested offerors are encouraged to check FEDBIZOPPS on a regular basis for updates. Selection will be based upon the Lowest Price Technically Acceptable (LPTA) Source Selection Process. The following evaluation factors are: NON-PRICE FACTORS - Factor I, Experience; Factor II, Past Performance; Factor III, Technical Approach; Factor IV, Small Business Participation. PRICE FACTOR The pre-proposal conference is tentatively scheduled for October 9, 2013 and the site visit has been tentatively scheduled for October 10, 2013. Additional information will be included in the solicitation. Traditional hard copies of plans and specifications will NOT be available for this project. It is the offeror's responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Offerors must have and/or maintain an active registration with the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) website to be eligible for a Government contract award.
