- NOTE: THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The proposed contract action is for commercial software for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 as implemented by 10 USC 2304(c)(3(C). All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. However, all proposals received within six (6) days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to award a Firm-Fixed Price (FFP) contract to GRAYAR, 1205 Distributors Row, Harahan, LA70123-2213 for the software described below. This software requirement is to procure an upgrade to the existing Schneider Electric (CITECT) Supervisory Control and Data Acquisition (SCADA) software suite currently operating at the Interim Closure Structures (ICS) (Orleans Avenue, London Ave, and 17th Street Canals).. This upgrade is necessary for the mandated ICS computer(s) operating system computer transition from XP to Windows 7 and for the security upgrades necessary for the ICS to retain its Authority to Operate (ATO) (as per AR 25-2). The listed vendor, Graybar, is the area distributor and support office for Schneider Electric CITECT SCADA software. The Contract Specialist for this solicitation is Lydia A.
