- NOTICE OF INTENT TO AWARD SOLE SOURCE TASK ORDER The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) has a requirement from the DoD High Performance Computing Modernization Program (HPCMP) located at the Army Engineering and Research and Development Center (ERDC) in Vicksburg, Mississippi. This is a notice of intent in accordance with FAR Subpart 5.201(b)(1)(ii) and (iii) that GSA anticipates issuing a sole source task order in support of the HPCMP. The proposed contract action is for services for which the Government intends to solicit a sole source to Lockheed Martin Integrated Services, Inc. (LMIS) 9500 Godwin Drive, Manassas, VA 2011, in accordance with FAR. 16.505(b)(2)(B): -"Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.". The Performance-Based Work Statement (PWS) requires services to procure technical support and project management necessary to accomplish HPC efforts in support of the High Performance Computing Modernization Program (HPCMP) and each of the Department of Defense (DoD) Supercomputing Resource Center's (DSRC) mission. The Period of Performance is for six (6) months with a commencement date of December 01, 2013 through May 30, 2014. The original order was awarded under competitive procedures via FAR 15 open market. This action is authorized via a Justification and Approval (J&A) approved at the appropriate level. This task order shall provide support directly to the DoD HPCMP. The HPCMP was initiated in 1992 in response to congressional direction to modernize the DoD laboratories' high performance computing capabilities. The mission of the DoD HPCMP is to accelerate technology development and transition to superior defense capabilities, which provide DoD's scientists and engineers with the resources necessary to solve the most demanding problems through the strategic application of high performance computing, networking, and computational expertise. To accomplish this mission, the program operates DoD Supercomputing Resource Centers (DSRCs) with associated Local Area Networks (LANs) / Wide Area Networks (WANs) and develops High Performance Computing (HPC) software applications and support environments. These capabilities provide DoD's scientists and engineers with the resources necessary to solve the most demanding computational problems. This notice of intent is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements stated in the attached technical requirements document may submit a written capability statement that clearly supports their ability to deliver the required services. Capability statements must also detail past experience with transitioning highly complex information technology requirements >$300M in minimal time and with little to no disruption in services. Capability statements shall be received no later than the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed task order based upon responses to this notice is solely within the discretion of the Government. Oral communication is not accepted on this notice of intent. No other communications whether oral or in writing, will modify or supersede the terms of this notice of intent document.
