- This is a SOURCES SOUGHT announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government. Responses to this sources sought/market research notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. The NAICS Code for this requirement is 334511- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The intent of the United States Property and Fiscal Office for Florida (USPFO-FL) Purchasing and Contracting (P&C) is to determine the availability of commercial sources technically capable of providing the following supply. 1. PURPOSE The Florida National Guard Counterdrug Headquarters provides a common operating picture of domestic radar reconnaissance operations to Federal, State, and Local Law Enforcement Agencies (LEA) in order to acquire intelligence data associated with illicit drug trafficking with the use of masked transshipment corridors. The Counterdrug program is seeking a vendor to provide an integrated radar software surveillance package, similar to Solipsys' MSCT-LITE, with modifications (GSA NSN) that will provide a real-time Common Operating Picture that will integrate both aerial and maritime traffic. This system, as currently envisioned, will integrate and display air and maritime targets for the detection of smugglers/illicit traffickers off of the Florida coast. 2. SCOPE The vendor must provide: A. Multi Source Correlator Tracker (MSCT) Software B. MSCT Installation, configuration and training C. Marine Small Target Tracker (MSTT) D. MSTT installation, configuration and training E. Rejects false targets F. Effective in dense-target, high-clutter environments 3. SPECIAL REQUIREMENTS The system needs to provide the following information management services: Multi-source track correlation (AIS, radar) Multi-Domain Support (Air, land, sea, subsurface) Operator-defined doctrines and rule-based zones Operator collaboration: chat, white-boarding, tracks of interest for improved response Operator-defined checklists for standard operating procedures Tracks, overlays, and other objects presented on Electronic Nautical Charts and satellite imagery Integrate and display track data from at least the Marine Small Target Tracker (MSTT), Terma VDT, Sentinel radar, ASTERIX, and CD2 surveillance radars. 2-D and 3-D visualization Standard cross-platform native display software (Java) Extensible solution with optional Java SDK for customer-driven development Optional Web-based (AJAX, no plugins) Optional simulation package for operator training and operational procedure development Optional upgrade to LINK-16 Provide the following tracking capabilities: Multiple Hypothesis Tracking Four independently configurable trackers Interacting Multiple Model filtering of manoeuvring tracks MofN Scan-to-Scan Plot Correlation processing Automatic weather and clutter adaptation Automatic track initiation on up to 500 tracks Automatic Geo-Referencing and Land-Masking (with a GPS Heading Sensor and a SeaPro licence) Automatic rejection of wake, sidelobe and multi-path tracks Automatic rejection of buoys and similar targets that never move Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement. Any firm that believes it can provide support services is invited to submit a written notification to USPFO for Florida no later than 18 Sep 2013 at 16:00 PM ET. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
