- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for BETA Laser Mike 4050G ENG or equal advertised as a 100% total small business set-aside, no further designation. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-60 effective 26 Jul 2012). The NAICS code is 334513 and the small business size standard is 500 employees. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. You will not be eligible to receive an award if you are not in the System for Award Management database. (Reference: DFARS 252.204-7004, Alt A Required Central Contractor Registration). SCOPE Contractor Responsibilities: Provide the following (below deliverables) to the MO-AVCRAD located at 2501 Lester Jones Ave., Springfield, MO 65803-9513; Attn: CW2 David Jackson. Deliverables: Overview - At the direction of NGB UH-60 Logistics Manager Jim Schwecke MO TASMG has been tasked with bringing UH-60 Blades in to compliance with H-60-10-SOF-01. The procedure for this task is located in DMWR 1-1615-281 Para 3-14.6.5. It states that regardless of hole diameter, the hole in the blade cuff will always be 0.0001-0.0005 in larger in diameter than the hole in the bushing and the bolt will always be 0.0000-0.0004 in larger in diameter than the hole in the bushing. This requires us to have a device that allows us to measure with a +/-0.0004 tolerance repeatedly over multiple blade cuff bolts without allowing human error. Actions required: Provide BETA Laser Mike 4050G ENG or equal (equal product must meet specifications below): The BETA Laser Mike is capable of repeatedly measuring blade cuff attachment bolts in multiple locations down to +/- 0.000010 in. without allowing human error. These precise measurements are necessary to ensure each bolt is being matched with the correct size of reamer when preparing each bolt hole. BETA Laser Mike Inc. has specially designed this bolt inspection system for the our specific application, and the same system is currently being used in Corpus Christy Army Depot as well as the 1109th TASMG in Gratin CT. The specification & functions of the BETA Laser Mike Bolt Inspection system 4050G ENG are as follows: Micrometer with 2.0 in (50mm) measurement range Range of 0.010 in (0.254mm) - 2.0 in (50mm) Repeatability: +/-0.000010 in Linearity: +/- 0.000030 in Version LX System Software: with 100 libraries, Multiple feature setup software, Multi-diameter measurement, part memory software, supports user-defined outputs, user programmable bit I/O, extended non-volatile memory (NVM)NIST Certificate of Compliance, user configurable measurement functions, multi-line user configurable data display, visual and audible tolerance alarms, statistical quality control data; max, min, average, diff, std dev. Display: 320 X 240 color touch screen, audible feedback, environmentally protected, three programmable push button function keys. I/O: Bi-directional RS-232C serial interface, parallel printer, programmable digital I/O, programmable fixture port (linear, rotation) footswitch, scan waveform, real time clock with time and date, hard-copy reports, password protection. ISO 9001 Certification, CE, EMC, ISO 9001 Compliant, English thread datum plate (1/4 inch-20). Anti-Static Dust Cover. Function: Operator will load the threaded end of the part into the 3 jaw chuck. The operator will then select the desired recipe from the controller. System will begin motion of the motorized slide, motorized rotary chuck and the BenchMike to measure the part at three locations. At each of these locations the system will collect max, min and average diameter as the part is rotated 180 degrees. After all 3 locations are measured the system will display: Average diameter, Maximum and Minimum Diameter at each location. The operator can then review the data displayed and if acceptable choose to print the overall Maximum Diameter value on the Dymo 450 label printer. The part is then removed from the chuck and the label is affixed to the part by the operator. Note: The Contracting Officer reserves the right to award to other than the low bidder based on the following items in the respective order: Technical acceptability compared to price resulting in the best overall value for the Government. The offer submittal shall list the item by part number, the product description as listed above and any transportation costs. The offer shall list unit prices, total for each part number, and an overall totaled price. Offerors shall submit their quote on letterhead stationery, provide unit prices with a grand total, and the contractor must remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS at FAR 52.212-3. The government will not accept incomplete proposals/quotations. Offers will be evaluated on technical acceptability and price for the overall best value. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the best overall value.
